General Responsibilities

Terracon's Florida Division is seeking an experienced and influential Strategic Environmental Program Manager to provide senior leadership for selected large, complex, and strategically important Environmental programs across Florida.
This senior program leadership role is responsible for driving safe, high-quality, predictable, and profitable program delivery while strengthening client relationships, supporting strategic pursuits, and helping raise project and program management capability across the Division. The successful candidate will work closely with Florida Environmental leadership, Regional and Office Operations, Client Development, technical leaders, Finance, Risk, Quality, and Project Managers.
The Strategic Environmental Program Manager will establish effective program governance and maintain visibility into scope, schedule, budget, staffing, forecasting, invoicing, cash, risk, quality, safety, and client satisfaction. This individual will also coach Project and Program Managers, strengthen project controls and review practices, and help ensure that major opportunities are effectively transitioned from pursuit through execution.
The ideal candidate is a senior Environmental consulting professional who combines strong program delivery and financial discipline with client leadership, sound business judgment, and the ability to influence and align teams across offices and disciplines.

The Strategic Environmental Program Manager will provide dedicated senior leadership around this work while helping strengthen Florida's project and program management capability. The role will help Terracon deliver its most important Environmental programs successfully, deepen strategic client relationships, develop future program leaders, and position the Florida Division for continued long-term growth.


Essential Roles and Responsibilities

Provide senior leadership for designated large, complex, or strategically important Environmental programs across Florida.



  • Establish clear program governance, roles, responsibilities, communication expectations, review cadence, and accountability.

  • Maintain senior-level visibility into scope, schedule, budget, staffing, forecasting, invoicing, cash, risk, quality, safety, and client satisfaction.

  • Coordinate Project Managers, technical resources, offices, and service lines to provide an integrated and consistent approach to program delivery.

  • Lead program reviews, identify emerging issues, and coordinate timely corrective action with Operations, Finance, Risk, Quality, and technical leadership.

  • Strengthen the transition from pursuit and contracting into project execution so scope, assumptions, staffing, pricing, risks, and client expectations are clearly understood.

  • Coach Environmental Project and Program Managers in financial management, project controls, forecasting, invoicing, contracts, risk, staffing, client communication, and issue resolution.

  • Develop and share practical tools, lessons learned, and review practices that improve Environmental project delivery and develop future program leaders.

  • Build and maintain trusted relationships with client leaders associated with assigned programs and maintain a strong understanding of their priorities and long-term needs.

  • Lead or support major pursuits, including positioning, scope development, staffing, pricing, delivery strategy, assumptions, risk review, and transition to execution.

  • Identify opportunities to expand Environmental services and connect other Terracon capabilities when they create meaningful value for the client.

  • Partner with Florida Environmental and Operations leadership to support business-plan priorities, identify future capability and resource needs, and strengthen collaboration across the Division.


Requirements


  • Bachelor's degree in technical discipline practices by the Firm including Engineering, Environmental Science or Geology and a minimum of 15 years' related experience. Or, in lieu of a degree, a minimum of 19 years' related experience.

  • A valid driver's license with acceptable violation history may be required.

  • Terracon Authorized Project Reviewer required

  • Demonstrated success leading large, complex, multidisciplinary Environmental programs involving multiple projects, teams, or Project Managers.

  • Strong project financial management experience, including budgeting, forecasting, invoicing, profitability, contracts, risk, and resource planning.

  • Demonstrated ability to develop and maintain strong client relationships and support strategic account growth.

  • Experience leading or playing a significant role in complex pursuits, proposals, pricing, negotiations, and transition into project delivery.

  • Demonstrated ability to coach, mentor, and develop Project Managers and other professionals. Ability to lead through influence and collaborate effectively across offices, disciplines, and organizational boundaries.

  • Strong business judgment, communication, and problem-solving skills.

  • Ability and willingness to travel throughout Florida based on client and business needs.


Preferred Qualifications


  • 20+ years of relevant Environmental consulting, project management, or program management experience.

  • Significant experience with Florida Environmental markets, clients, and regulatory programs.

  • Experience with large public-sector, utility, infrastructure, compliance, assessment, remediation, or statewide Environmental programs.

  • Project Management Professional (PMP) certification.

  • Professional Engineer (PE), Professional Geologist (PG), or other professional registration/certification relevant to the services and programs being managed.

  • Experience leading multi-office programs and working within a large, matrixed professional-services organization.

  • Experience improving project-management processes, project controls, financial systems, reporting, or program governance.
