Job summary

Capital Area Transit System (CATS) seeks an experienced Director of Transportation and Service Planning to provide senior leadership for fixed-route transportation operations, service planning, mobility programs, and transit asset coordination.

The Director will ensure safe, reliable, and customer-focused service while aligning staffing, schedules, and resources with Agency goals, leading managers and professional staff and collaborating with executive leadership and other departments to improve

Qualifications

• Experience in public transit operations and service planning.
• Ability to lead managers, supervisors, planners, and frontline staff.
• Strong analytical and communication skills.

Responsibilities

• Provide strategic leadership for transportation operations, service planning, and mobility programs.
• Maintain accountability for daily service delivery, including pull-out, route coverage, and on-time performance.
• Oversee route planning, schedules, run cuts, service changes, and operator work assignments.
• Use ridership and performance data to drive improvements.
• Oversee paratransit and on-demand mobility programs.
• Monitor staffing, overtime, vacancies, and performance.
• Ensure compliance with policies, ADA requirements, and performance standards.
• Lead and develop managers and staff.
• Establish performance measures and corrective-action plans.
• Collaborate with other departments and represent the department in meetings.
