Job summary

The City and County of San Francisco's Department of Public Health seeks an impact-driven Labor & Employee Relations Director to lead labor strategy across the department. Reporting to the CHRO, the Director develops labor strategy, represents DPH in Citywide collective bargaining, leads significant negotiations, and drives consistent labor-management relations across DPH.

Qualifications

• Bachelor's degree from an accredited college or university.
• Five years of professional human resources experience, including labor relations and collective bargaining; three years supervising staff.
• Experience with meet-and-confer processes, grievance administration, and labor-management relations.
• Interpretation and administration of collective bargaining agreements.

Responsibilities

• Drive labor strategy and major negotiations with city-wide impact.
• Direct labor relations, including grievance handling and contract administration.
• Guide executive and operational leaders through consequential labor matters.
• Strengthen labor partnerships with unions and workforce stakeholders.
• Transform data and insights into organizational performance improvements.
• Develop and lead a high-performing Labor Relations team.
