Job summary

DuPage County is seeking a Director of Housing & Community Development at 421 N. County Farm Road, Wheaton, IL. The role leads a new department transforming housing and community development services, with a focus on strategic planning and community investment.

Salary range is $185,000–$192,000 annually. Work hours are Monday–Friday, 8:00 a.m.–4:30 p.m. This is an opportunity to guide policy, budgeting, and program delivery for County residents.

Qualifications

• Master’s degree in Public Administration, Urban or Regional Planning, or a closely related field.
• Eight years of related experience.
• Five years in a management-level position.
• Pre-employment background check required.

Responsibilities

• Provide leadership and direction for staff engaged in community development, planning, code enforcement, grant management, and housing initiatives.
• Oversee strategic planning, policy development, resource allocation, conducting performance evaluations, ensuring staff are trained, ensuring employees follow policies and procedures.
• Serve as principal advisor to the County on community development and housing issues; develop plans to meet County goals and priorities.
• Direct the development of the annual budget and make funding and resource recommendations.
• Delegate authority to subordinate managers in specialized areas and ensure work is completed thoroughly and efficiently.
• Oversee grant programs including working with oversight boards and policy groups on allocation of grant funds.
• Represent the Housing & Community Development Department to other County departments, elected officials, and outside agencies; coordinate strategies to integrate services.
• Recommends hires and promotions, directs and evaluates employment decisions for all assigned positions.
• Maintain liaison with Housing Authority and other affordable housing providers.
• Maintain up-to-date knowledge of applicable statutes and regulations impacting services.

Education
