Job summary

New York State Department of Civil Service is seeking a Data Analyst 3 in the Office of Strategic Planning and Innovation. The role oversees data and dashboards, guides staff, and shapes the agency’s strategic reporting and performance metrics.

You will provide BI solutions across Oracle and non-Oracle systems, analyze data patterns, and supervise a Data Analyst 2 while coordinating with executive leadership and Governor’s staff.

Qualifications

• Nine years of experience in data visualization, statistical models and data mining tools.
• Substitutions: an associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years; a master’s degree may substitute for one year; or a Ph.D. may substitute for two years.
• Your degree must be from an accredited institution; if earned outside the US, independent equivalency verification may be required.

Responsibilities

• Oversee data and dashboard development for the Office of Strategic Planning and Innovation.
• Manage staff in developing reports for department executives and Governor’s staff.
• Collaborate with program administrators on agency-wide reports and strategic plans.
• Provide business intelligence solutions for data in DCS Oracle and non-Oracle systems and identify data patterns and trends.
• Research analytics tools and recommend solutions; validate predictive models for accuracy.
• Direct staff in creating data sets, analyzing data and producing written reports.
• Identify training needs for Data Analyst 2 and Data Analyst 1 staff; supervise Data Analyst 2.
