Job summary

City and County of San Francisco seeks a Contracts Audit and Compliance Manager to lead the Audit and Compliance function, ensuring adherence to laws, internal policies, and contractual obligations. This role bridges legal, finance, and operations, driving risk-based audit strategies and timely reporting.

Qualifications

• Bachelor's degree from an accredited college or university.
• Six years of progressive audits and compliance experience, including supervising staff.
• Experience with substituting education with experience per policy.

Responsibilities

• Provide strategic leadership for the Audit and Compliance function aligned with organizational objectives.
• Oversee audit and compliance operations, including resource allocation and risk assessments.
• Develop risk-based contract audit strategies and annual audit plans; conduct pre-award, post-award, and compliance audits.
• Establish audit scope, objectives, methodologies, and quality standards for defensible work.
• Monitor findings, risks, and issues; direct corrective actions and continuous improvement.
• Direct preparation of audit, compliance, and operational reports for executive review.
• Collaborate with internal and external stakeholders to strengthen governance and compliance frameworks.
• Lead, mentor, and develop staff; manage the section's budget and identify cost variances.
