- BACKGROUND
Following the January 2025 Executive Order directing a pause and reassessment of U.S. foreign assistance, the USAID Cybersecurity for Critical Infrastructure in Ukraine (CCI) Activity was among the select few identified for continuation. In anticipation of a potential transition of CCI to the U.S. Department of State (DOS) or other interagency platforms, USAID/Ukraine has identified a need to consolidate key CCI communications and knowledge products.
Ukraine's experience in wartime digital resilience, cyber operations, and innovation in public-private partnerships offers timely insights not only for continued collaboration with the U.S. but for informing digital transformation efforts globally. CCI's achievements, including CyberHub, cyber hygiene expansion, and deployment of U.S.-sourced cybersecurity solutions, now require packaging in the form of analytical communications, briefs, and stakeholder-facing products for use in orientation, internal planning, and external stakeholder reference.
This engagement is not intended to advocate for programmatic expansion or to solicit support. Instead, it is designed to produce non-partisan, non-advocacy knowledge and communications products that facilitate interagency continuity, record lessons learned, and map emerging trends and strategic directions that may guide U.S. support to Ukraine and digital resilience programming in similar contexts. Moreover, within the context of the Agreement between the Government of Ukraine and the Government of the United States of America on the Establishment of a United States-Ukraine Reconstruction Investment Fund, executed on 30 April 2025, the operational learnings of CCI should serve to inform critical infrastructure priorities and investment opportunities in support of Ukraine's security, prosperity, reconstruction, and integration into global economic frameworks. The development of the minerals sector will require major infrastructure investments. Of particular relevance is the need for Cyber-Informed Engineering (CIE) in the reconstruction of the energy sector in Ukraine, given the global tendency of mining as among the most energy-intensive sectors globally.
- PURPOSE
To support USAID/Ukraine and CCI in preparing for a potential transition to State Department oversight by:
· Summarizing CCI's results and strategic alignment with evolving U.S. digital, security, and innovation priorities;
· Creating non-promotional knowledge and communications materials to support briefings, orientation sessions, and internal strategic discussions;
· Exploring future-oriented themes such as digital infrastructure financing, diaspora engagement, and international cyber cooperation.
- CONSULTANT ROLES AND RESPONSIBILITIES
The consultant is expected to work in close coordination with CCI's Technical Director to develop the deliverables outlined in section 5. While the consultant is responsible for producing the deliverables, it is expected that the consultant's expertise will complement work performed by the CCI Technical Director to produce a cohesive, collaborative result. Division of responsibilities is envisioned as follows
Digital Adviser (TBD) - Strategic Messaging & Synthesis
· Conduct desk research and internal interviews to synthesize CCI's impact narrative.
· Draft narrative briefs, talking points, and decks tailored for U.S. interagency audiences.
· Identify cybersecurity requirements and opportunities for the U.S. International Development Finance Corporation (DFC) under the United States-Ukraine Reconstruction Investment Fund
· Frame a forward-looking exploratory note on digital financing mechanisms (e.g., Digital Future Bonds) as part of the global digital resilience discourse.
CCI Technical Director - Private Sector and Global Tech Trends
· Draft U.S. private sector-oriented summaries of Ukraine's value as a cyber innovation frontier.
· Engage up to five U.S.-based technology stakeholders or academic representatives to gather feedback.
· Produce a short memo on corporate offset models and their relevance to public digital infrastructure.
· Draft briefing note on U.S.-based Ukrainian IT diaspora as a channel for future cooperation.
- TASKS
· Conduct desk review and internal interviews on CCI achievements, digital policy integration, and cyber capacity.
· Identify 15-20 relevant U.S. government, private sector, or research stakeholders for context-specific messaging.
· Develop a messaging slide deck and written products to support the internal transition to DOS.
· Draft neutral, analytical notes on digital financing models and diaspora engagement potential.
- DELIVERABLES
· Internal Government Issue Brief (3 pages): Analytical summary of CCI alignment with U.S. digital and security goals.
· Private Sector & Innovation Note (3 pages): Fact-based summary of Ukraine's digital strengths for U.S. industry and tech diplomacy use.
· Stakeholder Map (table format): List of suggested audiences and users of CCI materials.
· Messaging Slide Deck (8-10 slides): Visual presentation tool for internal use and orientation.
· Talking Points & Q&A Sheet (1-2 pages): Orientation summary for U.S. interagency use (CyCon, Tallinn Mechanism, etc.).
· Note on Digital Future Bonds and Offsets (3 pages): Exploratory paper on emerging global trends in sovereign and blended digital infrastructure financing.
· Memo on Ukrainian IT Diaspora (2 pages): Options for non-programmatic engagement.
- USE OF DELIVERABLES
These materials are intended solely for internal planning, interagency briefings, and orientation during potential transition of oversight to the U.S. Department of State. They will not be used to advocate for program expansion or continued funding and are not to be shared for promotional or lobbying purposes.
