Job summary

Bernalillo County seeks a Senior Budget Analyst in the Policy and Budget department to manage complex budgeting and financial planning. You will serve as a Project Manager for budget initiatives and collaborate with external consultants on bond-related matters.

You will prepare economic forecasts, coordinate DFA reporting, and guide cross-departmental teams to deliver accurate fiscal data and budgetary recommendations, while complying with applicable standards.

Qualifications

• Bachelor's degree in accounting, finance, economics, or related field required.
• Five (5) years of progressively responsible professional budget program experience.
• Any equivalent combination of related education and/or experience may be considered.

Responsibilities

• Performs complex professional duties related to the County's budget; develops reports, analysis, and projections for management and funding agencies.
• Serves as Project Manager for budget and business improvement initiatives, including revenue enhancements and reporting tools.
• Collaborates with departments on cross-departmental budgeting, IT, ERP, Treasury, and accounting.
• Manages all aspects of project execution, including priorities, schedules, budgets, and implementation strategies.
• Plans, directs, and supervises staff; participates in hiring, performance evaluations, and training efforts.
• Prepares economic forecasts for revenues, tax rates, bond issues, and grant funding; advises on budgeting strategies.
• Develops capital reporting in collaboration with Capital Improvement Office and ensures data integrity.
• Analyzes payroll and benefit impacts, reconciles position counts with HR, and supports budget controls.

Bachelor's Degree in Accounting, Finance, Economics, Business Administration, or a related field
