Job summary

The North Carolina Department of Health and Human Services (DHHS) – Division of State Operated Healthcare Facilities seeks a Budget Analyst/Business Officer II to provide comprehensive budget and financial analysis support across programs. Responsibilities include developing base budgets, cost allocations, and month-end closeouts to ensure accurate expenditures and revenue alignment.

Qualifications

• Experience with NCFS, eProcurement, OpenWindow, NCIBIS budget system, and other NC state authorized systems
• Experience with budget analysis and state budget processes
• Experience with maintaining financial records administration in all aspects of business services
• Experience in organizational skills and attention to detail
• Experience with compiling, organizing, summarizing, and analyzing financial data for financial projections, data entry skills with a high degree of accuracy while meeting deadlines

Responsibilities

• Assist in developing and implementing the base budget and change budgets
• Interpret and apply general statutes, the State Budget Act, and OSBM policies and procedures throughout the budget process
• Prepare budget revisions for assigned programs/funds to ensure the budget is accurately aligned
• Process daily transactions (invoices, travel reimbursements, conference authorizations, funding worksheets, and purchase requests) to ensure timely and accurate support for assigned funds/programs
• Maintain extensive knowledge of the programs of the Division to provide informed budget guidance
• Assist division managers, departmental staff, and the department's Office of the Controller with budget and financial issues and concerns
• Utilize and develop routine and/or specialized financial reports
• Perform other federal and state grants budget duties as needed
