This position is responsible for providing oversight of contracting crews and inspecting construction activities as well as documenting and performance of routine maintenance services for streets, storm drains, and canals.In addition, this position will implement any special project as assigned by the Stormwater Utility Manager.
This position is classified as a non-exempt, full-time position with a 40 hour work-week.Essential Functions:
- Provides leadership and support needed to perform quality work.
- Oversees and documents the performance of contractual services. Knows the scope of work and budget constraints for all projects and resolves all concerns by addressing them within the confines of the contract or communicating them to immediate supervisor.
- Monitors scheduling and progress including recommendations to improve efficiency and meets timelines.
- Anticipates the needs of materials and communicates these needs to the supervisor for acquisition.
- Utilizes software such as GIS and/or Google Earth to record important dates, progress, and any issues on the City's entire stormwater drainage infrastructure.
- Performs invoice analysis of the Stormwater Utility.
- Reviews Stormwater Utility related programs as assigned by the Stormwater Utility Manager.
- Evaluates production progress against budgets.Reviews payment requests for accuracy and consistency with contract requirements and daily work logs.
- Establishes open lines of communications between all members of the Department. Builds a positive working relationship between companies providing services and the City.
- Maintains safe working conditions and follows City of Doral safety standards.
- Performs work in accordance with City of Doral quality standards.
- Attends educational, trainings and safety courses as needed.
- Performs related work as required.
Additional Duties:- Performs other related work as required.
MINIMUM EDUCATION AND TRAINING
- A Minimum of an Associate's Degree (AA or AS) or Equivalent in Technical, Construction, Engineering or related field.Bachelor's degree preferred.
- A minimum of two (2) years' experience and training in construction inspection for installation, repair and maintenance of roads, storm drain systems, canals, etc.
- OSHA approved trench safety certificate must be obtained within one (1) year of hire.
- Florida Stormwater Erosion, Sedimentation Control Inspector, Traffic and Stormwater Operator Level 1 & 2 certifications are required.
- Must possess a valid Florida Driver's License with an acceptable driving record.
MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED
Knowledge, Skills and Abilities:- Supervisory experience is desirable.
- Must be computer literate with a thorough knowledge of Microsoft Windows, Outlook, Excel and Word, and must be able to quickly become proficient with the SWU billing software.
- GIS capability is a plus.
- Ability to become proficient at reviewing Maintenance of Traffic plans for compliance with FDOT Standards.
- Ability to become proficient at determining compliance of construction activities with Miami-Dade County and FDOT Design Standards and Technical Specifications.
- Ability to use small office equipment, including copy machines, or multi-line telephone systems.
- Ability to use computers for data entry.
- Ability to use small/light equipment, such as power tools.
- Ability to use medium equipment and machinery, such as vehicles or commercial mowers.
- Ability to manage multiple tasks and prioritize workload to perform work efficiently.
- Ability to communicate in both oral and written form to provide reports of daily activities.
- Ability to read and interpret contracts plans and specifications.
- Ability to identify and solve problems.
- Must be fluent in the English language.
- Ability to communicate in Spanish is a plus.
- Ability to meet and deal with the public in a courteous and effective manner.
- Must be a non-smoker.
- The minimum requirements may be waived by the City Manager.
Physical Requirements:
- Ability to crouch, feel, handle, kneel, lift/pull objects, express ideas through speaking quickly/accurately/loudly, stand for sustained periods of time; perceive sounds at normal speaking levels and receive information through oral communication; stoop by bending the body downward; use visual acuity to operate heavy equipment and perform activities such as inspecting for defects.
- Ability to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
