Qualifications

  • Must maintain State of Georgia flagging and directing traffic certification

Job description

Description

The City of Stockbridge is seeking a Stormwater Maintenance Technicianto assist with the City's stormwater management program and ensure compliance with Municipal Separate Storm Sewer System (MS4) and NPDES General Permit requirements. This position performs field inspections, stormwater infrastructure maintenance, water quality monitoring, illicit discharge investigations, drainage complaint investigations, and preventive maintenance activities. The Technician works closely with supervisors, other City departments, property owners, contractors, HOAs, and the public to coordinate work, resolve drainage and stormwater concerns, and ensure infrastructure is properly maintained. The position also prepares inspection reports and documentation, operates vehicles and equipment, maintains records, and follows applicable environmental, traffic, and workplace safety requirements.

Major Duties
  • Stormwater Infrastructure Inspection & Maintenance - Inspect outfalls, detention and retention facilities, catch basins, junction boxes, yard inlets, and other stormwater infrastructure; identify deficiencies and coordinate repairs as needed.
  • MS4 & NPDES Compliance - Assist with implementing and maintaining compliance with the City's MS4 permits, NPDES General Permit, stormwater regulations, and applicable federal, state, and local requirements.
  • Illicit Discharge Detection & Water Quality Monitoring - Respond to illicit discharge complaints, conduct field inspections, perform stormwater runoff sampling and testing, and assist with remediation of identified issues.
  • Drainage Complaint Investigation & Public Response - Investigate drainage complaints through field visits, prepare maps and summary reports, communicate with property owners and the public, and coordinate appropriate corrective action.
  • Field Operations & Equipment - Operate and maintain light, medium, and heavy‑duty vehicles and equipment; perform street‑sweeping equipment inspections, preventive maintenance, and stormwater infrastructure repairs.
  • Documentation, Reporting & Work Coordination - Prepares inspection reports, notices, correspondence, maps, records, and other documentation; receives work orders, establishes priorities, schedules projects, and maintains accurate service and maintenance records
Knowledge, Skills, and Abilities
  • Knowledge of stormwater management and infrastructure, including inspection, maintenance, repair, catch basins, outfalls, detention/retention facilities, and drainage systems.
  • Knowledge of applicable environmental regulations and requirements, including federal and state stormwater laws, City ordinances, MS4 requirements, and NPDES regulations.
  • Knowledge of safe work practices and traffic control, including barricade and signage placement, work zone safety, equipment operation, and protection of pedestrians and motorists.
  • Skill in operating and maintaining vehicles, tools, and equipment used for stormwater inspection, maintenance, repair, street sweeping, and field operations.
  • Ability to inspect, investigate, document, and resolve stormwater issues, including drainage complaints, illicit discharges, infrastructure deficiencies, and maintenance needs.
  • Ability to communicate effectively and work independently; set priorities; follow written and verbal instructions; maintain accurate records; and build positive working relationships with employees, contractors, property owners, HOAs, and the public.
Requirements
Education and Experience

High school diploma or GED required. Three (3) years of increasingly responsible experience in stormwater management or a related field; and/or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities to perform this job. Must possess and maintain a Georgia Soil and Water Conservation Commission (GSWCC) Level 1A Fundamentals Stormwater Inspector's certification throughout employment. Must possess and maintain a valid Georgia Driver's License throughout employment. Must maintain an acceptable Motor Vehicle Record (MVR) throughout employment. Must maintain a State of Georgia certification in flagging and directing traffic throughout employment.
