Job summary

Forsyth County in Georgia seeks a Stormwater and Erosion Control Supervisor to administer the County’s stormwater program, oversee illicit discharge investigations, and ensure compliance with federal, state, and local regulations.

You will coordinate daily activities, inspect sites, compile reports, maintain records, and provide technical guidance while communicating with contractors, property owners, and agencies.

Qualifications

• Requires high school diploma or GED, plus college coursework in soil erosion control and sedimentation control.
• Four years of experience and/or training in soil erosion and sedimentation control, stormwater, site inspection and supervision.
• Valid Georgia driver’s license required.

Responsibilities

• Coordinate daily work activities, assign tasks, monitor progress, and provide technical guidance.
• Ensure compliance with stormwater codes and erosion control standards; research issues as needed.
• Maintain databases and records, compile reports, and respond to public complaints.
• Inspect commercial/industrial sites, detention ponds, and drainage systems for noncompliance.

Job description

The purpose of this classification is to assist with the implementation and administration of the County’s stormwater management, soil erosion control, and sedimentation control program. Analyze chemical and biological data, and to investigate cases and enforce ordinances pertaining to illicit connections and/or discharge from commercial or industrial sites.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.

Applies and ensures compliance with County stormwater management and applicable federal, state, and local codes, ordinances, laws, rules, regulations, specifications, standards, policies and procedures; researches code-related issues as needed; initiates any actions necessary to correct deviations or violations.

Maintains database of complaints, illicit connections and/or discharges, outfall inventory, or other pertinent data.

Compiles and/or monitors statistical data pertaining to illicit connections, discharges, and other work activities; performs research and makes applicable calculations; analyzes data and identifies trends; prepares reports and maintains records.

Assists in the preparation of various regulatory reports, grant reports, laboratory reports, or other documentation as required to environmental agencies, grant agencies, or other agencies/individuals; and produces reports for County discharge permit.

Coordinates stormwater National Pollution Discharge Elimination System (NPDES) samplers; prepares reports for NPDES projects.

Receives and oversees response to complaints from the public regarding illicit discharge or related problems; records and monitors status of complaints from citizens; collects information and researches complaints; determines validity of alleged violations and initiates appropriate actions; maintains records of response to complaints.

Conducts inspections of existing commercial and industrial sites for compliance with applicable codes, and established specifications; inspects detention ponds; conducts dry sampling for illicit connections; inspects drainage of roadside structures; ensures that all erosion control measures are in place and maintained; and inspects existing facilities for spill prevention.

Identifies hazardous conditions, improper uses, or other situations involving non-compliance; recommends corrective actions; reports violations to appropriate personnel; conducts follow-up inspections; issues warning notices, stop work orders, or citations for non-compliance as appropriate; participates in court proceedings as needed.

Provides information and technical assistance concerning code/ordinance interpretation, compliance, permitted uses, and related issues; discusses problem areas with property owners, developers, and contractors; recommends solutions to problems; mediates disputes and resolves conflicts between citizens, builders, and developers; researches problems and responds to questions/complaints.

Prepares or completes various forms, reports, correspondence, regulatory reports, grant reports, statistical reports, logs, field reports, inspection reports, technical study reports, laboratory reports, warning notices, stop work orders, citations, vehicle maintenance reports, budget reports, performance evaluations, presentations, or other documents.

Receives various forms, reports, correspondence, time sheets, job applications, invoices, budget reports, field reports, construction/site plans, permits, blueprints, diagrams, technical study reports, laboratory reports, test results, codes, ordinances, regulations, specifications, maps, policies, procedures, maps, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, presentation, e-mail, Internet, or other computer programs.

Operates/utilizes a variety of equipment or tools associated with activities, which may include a utility truck, stormwater monitors, diagnostic instruments, camera, global positioning unit, manhole cover puller, engineering scale, measuring devices, or hand tools.

Maintains records of inspections, field reports, issued citations, and other work activities; makes photographic or video records of inspection sites.

Communicates with supervisor, employees, other departments, property owners, builders, developers, contractors, complainants, court personnel, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.

Maintains a comprehensive, current knowledge of applicable codes, ordinances, or other guidelines; maintains an awareness of new trends and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS

This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.

Performs general/clerical tasks, which may include answering telephone calls, sending/receiving faxes, making copies, filing documentation, or processing incoming/outgoing mail.

Provides assistance to other employees or departments as needed.

Performs other related duties as required.

High school diploma or GED; supplemented by college level course work or vocational training in soil erosion control and sedimentation control; supplemented by four (4) years previous experience and/or training that includes soil erosion and sedimentation control, stormwater control, construction site inspection, construction plan interpretation, and supervision; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license.
