Job summary

ESE Partners is seeking a Project Manager to join our Compliance team in Texas (Houston, Dallas, or Austin). You will guide environmental compliance projects from scoping through execution, coordinating cross-functional teams to deliver high-quality services.

Ideal candidates have 5+ years in environmental compliance, strong analytical and communication skills, and a willingness to travel to client sites. This role offers growth within a collaborative, purpose-driven firm with broad project

Qualifications

  • Minimum of 5+ years of experience in environmental compliance.
  • Strong knowledge of field-based operations and safety requirements.

  • Ability to work independently and as part of a team.
  • Valid driver's license and willingness to travel for site assessments.

Responsibilities

  • Deliver professional consulting services using ESE delivery systems and methodologies.
  • Operate as a technical leader in environmental compliance disciplines.
  • Manage multiple projects and personnel with varying scopes (air, water, waste).
  • Develop scopes of work, proposals, budgets, and project strategies for stormwater and wastewater.
  • Manage project budgets and obtain client approval for overruns.
  • Negotiate permits and project goals with regulators on behalf of clients.
  • Build and maintain relationships with prospective clients, regulators, and vendors.
  • Perform client needs assessments, project scoping, follow-up, and monitor financial performance.
  • Maintain knowledge of Federal and Texas TAC environmental programs and permits.
  • Familiarity with CAA, CWA, RCRA, SPCC, EPCRA/Tier II, TRI.
  • Prepare stormwater compliance activities, SWPPP, permits, inspections.
  • Support wastewater compliance: TPDES permits, pretreatment familiarity, sampling.
  • Ensure 85% utilization; complete assessments within timelines and budgets.
  • Stay updated on regulations and best practices; collaborate with team.
  • Perform other project duties as needed.

Job description

Position Overview

We are seeking a highly motivated Project Manager to join our Compliance team in either our Houston, Dallas, or Austin offices. The successful candidate will be responsible for assisting ESE’s Compliance team with delivery of services to the marketplace in an organized and disciplined manner, striving to continuously improve in the areas of Consultative Project Management and Technical Guidance. The candidate will interact with a multi-disciplinary team of compliance professionals and will be involved in a variety of projects. The successful candidate will have experience and familiarity with the professional and technical skills detailed below.

Key Responsibilities
  • Deliver the professional consulting services offered by ESE Partners using ESE delivery systems and methodologies.
  • Operate as one of the firm’s technical leaders with respect to the disciplines related to Environmental Compliance consulting.
  • Provide or assist in the management of numerous projects and personnel simultaneously with potentially widely varying environmental compliance scopes of work related to air, water and waste.
  • Development of scopes of work, proposals, budget estimates, and project strategies for various types of environmental compliance projects relating to Stormwater and Wastewater.
  • Management of project budgets, so as not to exceed estimates without client approval.
  • Successful negotiation of permits and project goals with regulators on behalf of clients.
  • Develop, maintain, and grow professional relationships with prospective clients inclusive of business development events and client targeting, existing clients, regulators and vendors.
  • Complete client needs assessment, project scoping, conduct client follow-up, be responsible for task or project financial performance, and assist in collection efforts when needed.
  • Working knowledge of Federal and TCEQ environmental programs and permitting processes as detailed.
  • Understanding of Texas Administrative Code (TAC) requirements applicable to:
    • Water & Wastewater (30 TAC Chapters 290, 305, 308, 210, & 331)
  • Familiarity with federal environmental regulations, including:
    • Clean Air Act (CAA)
    • Clean Water Act (CWA)
    • Resource Conservation and Recovery Act (RCRA)
    • SPCCs
    • EPCRA / Tier II reporting
    • TRI Reporting
  • Preparation or assistance with:
    • Stormwater compliance including:
      • SWPPP preparation and implementation
      • Construction and industrial stormwater permits (TXR150000, TXR050000, TXR130000)
      • Routine stormwater inspections and corrective actions
    • Wastewater compliance support:
      • TPDES permits (general and individual)
      • Pretreatment program familiarity (industrial users and categorical industrial users)
      • Wastewater sampling coordination
    • Experience with compliance inspections, audits, and recordkeeping
  • Maintain an average utilization of 85%.
  • Ensure all assessments are completed within project timelines and budget
  • Stay updated on industry regulations, guidelines, and best practices for environmental site
  • Collaborate with other team members and departments to support project
  • Perform other project duties, as needed.
