Job summary

The City of Medford is seeking a Stormwater Program Specialist to join the Public Works Engineering team in Medford, Oregon. The role blends technical analysis, fieldwork, and environmental compliance while solving problems with staff and outside partners.

Primary duties include hydrologic calculations, permit compliance, and contractor coordination, with opportunities for public education and inter-agency collaboration.

Qualifications

• High school diploma or GED.
• 4+ years engineering/related technical experience (Engineering Technician III).
• 6+ years progressively responsible engineering technical experience (Engineering Technician IV).
• Bachelor’s degree may substitute for 4 years of experience or equivalent education/experience.
• Valid driver's license by date of hire; Oregon license within 30 days for new residents.
• Ability to maintain an acceptable driving record.

Responsibilities

• Coordinate project development and delivery meetings; prepare agendas/minutes.
• Communicate with staff, agencies, developers, consultants, and the public on project details.
• Prepare bid documents and reviews for public contracts; manage contracts.
• Perform hydrologic/hydraulic calculations for stormwater design.
• Inspect projects in the field; ensure compliance with codes and permits.

Job description

The City of Medford is looking for a Stormwater Program Specialist to join our Public Works Engineering team. This position is a great opportunity for someone who enjoys a mix of technical work, fieldwork, environmental compliance, and working with others to solve problems. The position is open until filled with a first review date scheduled for Monday, July 27. Priority will be given to candidates who submit their application on or before Sunday, July 26, at 11:59 p.m. Pacific Time.

Required Education And Experience

• High school diploma or GED equivalent; and
• Years of experience
  • Engineering Technician III must have at least four (4) years of engineering or related technical experience.
  • Engineering Technician IV must have at least six (6) years of progressively responsible engineering technical experience.
• Bachelor’s degree in engineering, surveying, construction management, computer science, environmental science, or specific area of study as deemed applicable may substitute for four (4) years of experience; or,
• Any equivalent combination of education and experience sufficient to successfully perform the specialized duties of the position as those listed above.
• Possession of a valid driver’s license by date of hire. New employees establishing resident status in the State of Oregon must obtain an Oregon driver’s license within 30 days (ORS 807.020 (1)).
• Ability to maintain acceptable driving record throughout employment.

Available Schedule

• 8 hours daily, Monday - Friday

Compensation & Information On Benefits

This position is part of the AFSCME employee group. This position may be eligible for the following additional pay, up to a maximum of 10%:

• 5% for a Master's Degree
• 5% for a FE or FS Certificate, Professional Engineer or LS
• 5% for bilingual in Spanish

The City of Medford determines starting pay based on an evaluation of relevant education, experience, and qualifications as provided by the applicant in their application materials, alongside others who perform work of comparable character consistent with the Oregon Equal Pay Act. Six steps are included in this salary range, allowing opportunity for annual movement through the steps.

Essential Functions Of The Position

• Coordinates, attends, and/or conducts various project development and delivery meetings and may include preparation of meeting agendas and minutes.
• Communicates by phone, letter, electronically and in person with other City staff, public agencies, property owners, developers, engineering consultants, contractors, and the public. Provides information on public improvement projects and City codes, policies, and procedures; performs intake of complaints and may respond or route appropriately.
• Packages, writes, and reviews special provisions and specifications for public contracts.
• Develops project concepts; performing necessary computations; cost/benefit analysis; recommending design criteria; assisting in plan review processes.
• Computes material quantities and cost estimates.
• Solicits bids and prepares bidding documents for public contract advertising.
• Performs project management duties, including preparing contracts, change orders, and cost and pay estimates. Serves as liaison between City and contractor, checking progress of work, etc.
• Performs field inspections and onsite visits to check plan/scope accuracy, proper construction, and resolving discrepancies.
• Ensures compliance with contractual stipulations and all applicable codes and statutes.
• Prepares correspondence for internal staff, public, external stakeholders, technical reports, City documents, proposals, reports, and graphics.
• Prepares and manages engineering consultant contracts.
• Verifies contractor qualifications and monitors work progress.
• Reviews plans and specifications for private development-initiated projects.
• Communicates and works with co-workers, public, engineering consultants, contractors, city partners, and other project stakeholders.
• Produces, processes, files, and maintains a variety of records, maps, plans, permits, property descriptions and other technical-related information.
• Prepares a variety of reports related to activities in assigned area of responsibility.

Specialized Duties For Stormwater Program Specialist

• Reviews, analyzes, and performs hydrologic and hydraulic calculations for storm drain infrastructure, stormwater quality treatment, and stormwater detention facility design.
• Communicates with contractors and engineers about stormwater facility design, and code or permit compliance options with new development or redevelopment. Provides assistance with problem solving to achieve compliance on challenging or unusual projects.
• Takes active role in evaluating and proposing revisions to the Rogue Valley Stormwater Quality Design Manual by analyzing changes to best management practices based on technical data and engineering principles.
• Investigates drainage complaints or issues and evaluates potential solutions.
• Coordinates compliance with surface water programs within the City such as the MS4 permit and TMDL management plans. This includes development, adaptive management, and maintenance of programs to track compliance, coordination with other departments, and submitting annual reports.
• Performs stormwater facility inspections during construction and for on-going maintenance requirements and coordinates any required follow up activities by contractor or property owner.
• Performs erosion control inspections and enforcement for compliance with City erosion control permit.
• Performs water quality monitoring and testing.
• Completes permit and plan review for stormwater and erosion control compliance.
• Performs illicit discharge investigations, enforcement, tracking and coordination of cleanup activities with Operations Division, private landowners, and contractors.
• Provides contract procurement and management for planting projects, illicit discharge abatement, interagency agreements, and other small projects.
• Performs public education and outreach regarding water quality, erosion control, or other surface water topics. Includes development and creation of education materials.
• Provides inter-agency coordination with other local governments and organizations on regional programs.
• Performs other inspections as needed, such as in response to private property owner complaints about drainage.
• Develops relationships with other city staff, contractors, business owners and property managers to effectively collaborate on city requirements regarding stormwater and illicit discharge.

Work is performed in both an office and field environment.
