Whatcom County Public Works seeks a Stormwater Program Manager to lead the Stormwater Division and deliver services to stormwater utility ratepayers, managing maintenance and capital programs to protect water quality, reduce flooding, and improve urban stormwater for public health and the environment.

Qualifications

• Minimum of five years of progressively responsible experience
• At least two years of supervisory experience
• Knowledge of civil engineering projects and municipal stormwater permits (prefer WA state)
• Strong communication and community engagement skills
• Commitment to public service and environmental outcomes

Responsibilities

• Lead the Stormwater Division, a multidisciplinary team of planners, engineers, and technicians
• Oversee major stormwater capital projects: design, construction, permitting, and landowner agreements
• Ensure regulatory compliance with NPDES stormwater requirements
• Identify, prioritize, and develop watershed master plans
• Build partnerships with the County, community, and partner agencies
• Mentor staff and promote teamwork and excellence
