The purpose of this assignment is to operate heavy and specialized equipment in the construction, maintenance, and repair of the city's stormwater management system. Successful performance helps prevent flooding, erosion, and water pollution.
The work consists of related duties in the operation of heavy and specialized equipment used in the maintenance and repair of the stormwater management and erosion control system. Physical obstacles in the field contribute to the complexity of the work.
Major Duties
- Operates heavy and specialized equipment in a safe and effective manner; performs routine maintenance of equipment.
- Cleans stormwater system through the operation of a vacuum / flush truck.
- Completes daily paperwork and work orders; plans and coordinates the work of personnel in the field.
- Assists in the acquisition of materials necessary for the completion of the project.
- Plans and coordinates safety procedures and safety equipment to be used at each site.
- Plans and coordinates the transportation of equipment and supplies to the job site.
- Trains personnel in the safe transport and operation of equipment.
- Obtains permission from property owners to access property to perform daily duties.
- Assists sewer maintenance crew in flushing and cleaning sewer lines as required.
- Performs other related duties as assigned.

- Guidelines include relevant city and department policies and procedures, OSHA guidelines, and federal, state, and local regulations. These guidelines are generally clear and specific but may require some interpretation in application.
Supervisory/Management Responsibility
- In the absence of Stormwater Technician IV, this position has direct supervision over an assigned work crew.
Education/Experience Requirements
- Ability to read, write and perform basic mathematical calculations.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated and a Class A CDL within twelve months of hire.

- Knowledge of the techniques and equipment used in stormwater construction, maintenance, and repair.
- Knowledge of local, state, and federally mandated materials used in erosion control.

- Skill in the operation of heavy equipment, including a gradall, backhoe, front end loader, Bobcat, dump truck, and survey equipment.
- Skill in the operation of a vacuum / flush truck.
- Skill in planning, organizing, and prioritizing work.
- Skill in performing mathematical computations.
- Skill in performing routine maintenance of heavy and light equipment.
- Skill in oral and written communication.
- The work is typically performed while standing, walking, bending, crouching, or stooping.
- The work is typically performed in at field sites where the employee may be exposed noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, and cold or inclement weather.
- The work requires the use of protective devices such as gloves.
- The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color.
