Job summary

City of Lubbock is seeking a Stormwater Compliance professional to help evaluate internal operations for regulatory adherence and assist the Storm Water Program Manager with documentation and reporting.

You will monitor facilities for compliance, inspect City assets, collect stormwater samples, prepare enforcement actions, develop outreach materials, coordinate education efforts, and supervise staff as needed.

Qualifications

• Bachelor's degree in environmental science, biology, toxicology, chemistry, or related field.
• 1–2 years of environmental experience.
• CPMSM within 18 months of hire.
• Must obtain 40-hour HAZWOPER within 12 months of hire.

Job description

Evaluates internal operations to ensure compliance with applicable environmental laws and regulations. Enforces environmental ordinances applying to industrial and commercial facilities. Assists the Storm Water Program Manager in compliance-related documentation and reporting.

• Monitor activities for compliance with environmental regulations;
• Identify training needs in environmental laws and regulations and provide training as needed;
• Provide technical assistance on environmental issues related to permit compliance, regulations, or departmental policies;
• Work with private establishments inside the City to gain and maintain compliance with environmental regulations by inspecting industrial and commercial facilities, aiding in development and administration of stormwater pollution prevention plans, and preparing enforcement actions such as notices of violation and citations;
• Inspect City-owned and operated facilities to ensure City compliance with the City’s Multi-Sector Stormwater General Permits (MSGP);
• Inspect City stormwater assets including outfalls, detention basins, and playa lakes and monitors and reviews stormwater asset inspections conducted by the stormwater inspector team;
• Respond to hazardous material, chemical, wastewater or other spills to provide technical advice and assistance;
• Ability to collect grab samples for proper lab testing and review lab tests results on stormwater samples to determine compliance with regulations;
• Assist in preparation of reports to regulatory agencies by documenting compliance activities and results;
• Coordinates the development and maintenance of education and outreach programs with stakeholders and the public;
• Creates and edits outreach materials including flyers, brochures, and presentations and maintains the department’s website;
• Educate industries, commercial businesses, City staff, and the public regarding federal, state, and local environmental regulations;
• Supervises the work of the Stormwater Plan Analyst and Storm Water Utility Account Coordinator;
• Assist in the hiring and training of new employees in the Stormwater Compliance department;
• Assist in the compliance of the City’s Storm Water Management Program (SWMP) and the City’s Municipal Separate Storm Sewer System (MS4) Permit;
• Assists in management of the budget in relation to outreach programs and department training;
• Perform related duties as directed.

Completion of a bachelor’s degree in environmental science, biology, toxicology, chemistry, or a related field and one to two years of environmental experience; or any combination of relevant education and experience with provides the following knowledge, skills and abilities:

• Valid Texas Driver's License
• Obtain Certified Professional in Municipal Stormwater Management (CPMSM) within 18 months of hire.
• Must obtain 40-hour HAZWOPER within 12 months of hire.

Knowledge of:

• Federal, state and environmental regulations related to municipal operations;
• Physical, chemical and biological technologies as they relate to analysis of water quality;
• Hazardous materials that may negatively impact the environment;
• Basic principles and terminology of data processing;
• Monitoring operations for compliance with environmental regulations;
• Preparing and maintaining records and documentation for compliance purposes;
• Collecting and analyzing stormwater or other samples;
• Communicating effectively with others;
• Working cooperatively with industries, commercial establishments, and municipal departments to attain compliance.

Ability to:

• Operate computer and related software;
• Understand and interpret results of stormwater lab testing reports; read and understand technical reports, plans directives, maps, charts and related materials associated with regulatory compliance investigations;
