Job summary

State of South Carolina is seeking an experienced Statistical and Research Analyst III to develop and deliver technical solutions for environmental data storage, analysis, and accessibility. You will work with the GIS Section, OSS team, and subject-matter experts to communicate environmental information clearly to diverse stakeholders and support emergency responses.

The role requires maintaining flexibility, reliability, and the ability to present data effectively.

Qualifications

  • Bachelor's degree in science or related field required or Master’s with relevant experience.
  • Experience in environmental data collection, analysis, and presentation.
  • Knowledge of data governance, storage, and visualization practices.

Responsibilities

  • Recognizes and anticipates agency data storage needs; develops data storage solutions with leadership and subject matter experts.
  • Collaborates with the Office of Technology and agency experts to ensure data is collected and organized; builds tools to improve accessibility and visibility.
  • Responds to citizen concerns related to data collection, access, and interpretation to support public understanding.
  • Supports OSS team with data evaluation, trend analysis, and clear information presentation.
  • Performs other duties as assigned.

About the Role:

Under limited supervision, the Statistical and Research Analyst III develops and delivers technical solutions for environmental data storage, analysis, and accessibility. The position works closely with the Office of Technology, the GIS Section, and subject-matter experts to ensure accurate spatial representation of data. The analyst supports agency leadership and staff by creating clear, meaningful visualizations that effectively communicate environmental information to a wide range of stakeholders. This role requires maintaining flexibility and expertise to assist during emergencies and emerging environmental issues. The analyst also designs, implements, and maintains data storage tools that preserve data quality and ensure reliable access. In addition, the position supports the OSS Team by evaluating data trends and identifying the most effective ways to present information to internal and external audiences.

Job Responsibilities:
  • Recognizes and anticipates agency data storage needs; develops and implements data storage solutions using a collaborative, problem-solving approach with leadership, technical staff, and subject matter experts to improve data accessibility, visualization, and communication.
  • Collaborates with the Office of Technology and agency subject matter experts to ensure SCDES data is accurately collected, securely governed, and consistently organized; develops and maintains tools and solutions that enhance data accessibility, visualization, and meaningful use across programs and stakeholders.
  • Responds to citizen and community concerns related to data collection, data access, and data interpretation, supporting public understanding and transparency.
  • Supports the Office of Sciences Services (OSS) team with ongoing data evaluation, trend analysis, and presentation of information in clear and meaningful formats.
  • Performs other duties as assigned.

Additional Requirements:
  • Thorough knowledge of environmental data and tools for storing, accessing, and presenting data collected by and/or for SCDES.
  • Understanding of sample collection and analytical methodologies, terminology, and quality assurance requirements.
  • Skill in data management and effective collaborative problem-solving, with the ability to communicate with diverse internal and external subject matter experts.
  • Excellent oral and written communication skills, along with strong time-management and organizational abilities.
  • Understanding of spatial analysis tools is optimal.
  • Occasional weekend work, emergency response, and travel for training or emergencies.
  • Bachelors in the natural or physical sciences, public health, or related technical field and five (5) years of environmental experience; or a master’s degree in the same with three (3) years of relevant experience.
