Job summary

WV Department of Human Services is seeking a State Part C Intervention Lead Coordinator to provide administrative leadership and strategic direction for the Birth to Three program in West Virginia.

The role ensures federal and state regulatory compliance, manages federal grant awards, and drives improvements for services supporting infants and toddlers with developmental delays or disabilities and their families.

Qualifications

• Master's degree in the area of assignment is required.
• Four years of full-time or equivalent paid professional experience in the area of assignment, with at least two years in a program administration capacity.
• Post-graduate training in the area of assignment may substitute for non-supervisory experience.

Responsibilities

• Direct the preparation and submission of federal IDEA Part C grants, SPP/APR, and data reports to OSEP.
• Formulate statewide policies, practice standards, and safeguards under 34 CFR Part 303; interpret laws to update rules and guidelines.
• Manage federal Part C funds and Medicaid blending strategies; oversee the System of Payments and billing infrastructure.
• Maintain the statewide accountability system; issue findings of non-compliance and oversee corrective actions.
• Lead interagency collaboration; draft interagency agreements to streamline child find and transition protocols.
• Direct statewide professional development initiatives and evidence-based practice implementation for service coordinators.
