Job summary

The State of Arkansas is seeking a State Procurement Specialist to oversee development, implementation, and management of procurement activities and strategies. This role ensures compliance with laws, regulations, and policies while promoting a fair, competitive bidding process and transparent procurement solutions.

You will work with vendors, prepare RFPs/IFBs, evaluate bids, manage contracts, and maintain records and reports.

Qualifications

  • Bachelor’s degree in business administration, public administration, or a related field is required.
  • Strong written and verbal communication skills.
  • Familiarity with procurement processes, including contract preparation, competitive bidding, and vendor selection.
  • Ability to analyze basic procurement data, identify trends, and assist in decision-making.
  • Attention to detail to ensure accurate documentation and compliance with procurement rules.

Responsibilities

  • Assist in the development and preparation of requests for proposals (RFPs), invitations for bids (IFBs), and other procurement documents under the guidance of senior procurement specialists state procurement coordinators.
  • Participate and facilitate in the evaluation of bids and proposals to ensure compliance with specifications and procurement policies.
  • Assist in the preparation and execution of procurement contracts and agreements.
  • Monitor contract performance and assist in ensuring that contractors meet terms and conditions.
  • Support vendor communications and provide timely responses to inquiries related to procurement processes.
  • Help resolve basic procurement-related issues and concerns raised by vendors.
  • Ensure all procurement activities comply with applicable state laws, regulations, and procurement guidelines.
  • Maintain accurate records of procurement activities, including contracts, vendor communications, and other procurement documents.
  • Assist in preparing procurement documentation for audits or reviews.
  • Collect and input procurement data into tracking systems for analysis and reporting.
  • Assist in preparing regular reports on procurement activities, including savings, contract status, and vendor performance.
  • Collaborate with other state agencies to support their procurement needs and provide guidance on the procurement process.
