Mission:data is the leading non-profit advocate for energy data portability in North America. We believe that a clean and affordable power grid requires effective data-sharing so that innovators and entrepreneurs can build the future. Just as you can share your health records or banking information electronically with alternative providers, our vision is that every consumer should be able to click a button and share their electricity and natural gas usage with a new service, such as a smartphone app that helps you manage your bills. Achieving this future requires forcing monopoly utilities to follow open standards, like Green Button Connect, to empower consumers with secure control over their personal data. We are supported by philanthropists as well as leading firms working in demand response, rooftop solar, smart thermostats and other clean, distributed energy resources.

Position Summary

Reporting to the co-founder/President, the State Policy Manager will lead our efforts to enable energy data portability for 20 million households in the next two years. You’ll advocate before state public utility commissions, oversee the continued development of our Green Button Scorecard, and work closely with the rest of the Mission:data team to shape utility policy nationwide. Whether you come from a technical background (i.e. data analysis, energy systems design or modeling, scientific research, software development) or a non-technical one (policy, campaigning, advocacy, law) we’re looking for someone passionate about energy innovation, with 5-7 years of relevant professional experience. solar and battery storage are disrupting the industry, or how to overcome powerful incumbents tilting the playing field to their advantage? We want to hear from you.

Key Responsibilities

  • Lead state advocacy efforts at public utility commissions in 8-10 states per year:
    • Analyze regulatory dockets and proposals
    • File written comments and engage with regulators and their staff
    • Coordinate with Mission:data network of “Data Ambassadors” (non-profit partner organizations across the country)
  • Manage the Green Button Scorecard:
    • Evaluate utilities on 50+ metrics of data accuracy, reliability, and usability
    • Guide testers through utility data-sharing processes and document barriers
    • Ensure accuracy and fairness in evaluation, in collaboration with Mission:data team and a software partner
  • Develop state policy and advocacy materials:
    • Write policy briefs, talking points, and explanatory memos
    • Work with Mission:data legal partners to draft model regulatory language and information on consumer data rights
  • Lead external communications
    • Send a monthly newsletter highlighting policy wins and industry developments
    • Manage a contract graphic designer for reports and funder communications
    • Represent Mission:data at conferences, workshops and relevant events

Desired Outcomes

  • Expand Green Button Connect mandates to 60+ million U.S. households
  • Pioneer real-time energy data access for 5+ million homes via Wi-Fi enabled devices

Qualifications

Required:

  • 5–7 years of experience in policy, law, advocacy, journalism, scientific research, or energy systems
  • Excellent writing and verbal communication skills, including persuasive legal or policy writing
  • Demonstrated ability to manage and execute independent projects (e.g., utility rankings)
  • Proficiency with Microsoft Office
  • Willingness to travel approximately once per month (more frequently in the first 3 months)

Preferred:

  • Familiarity with utility regulation, electricity or natural gas systems, demand response, rate design, or grid planning
  • Experience with software development or APIs (a plus, not required)
  • Salary: $85,000–$109,000 depending on experience
  • Time off: 13 vacation days + 11 holidays per year
