Job summary

Jobtailor is seeking a senior Project Manager to lead state expansion initiatives in California. You will partner with executives to define expansion strategy, align readiness, and manage cross-functional teams across product, underwriting, claims, IT, finance, and operations.

The role requires strong governance experience, stakeholder communication, and the ability to navigate regulatory filings while coordinating budgets and timelines. Occasional travel and extended hours may be required.

Qualifications

  • 5+ years of project management experience leading large cross-functional enterprise initiatives.
  • Property & Casualty insurance experience required.
  • State expansion or regulatory implementation experience strongly preferred.
  • Experience presenting to and influencing executive leadership.
  • Strong understanding of project governance, portfolio management, and PM methodologies.
  • Excellent analytical, organizational, negotiation, and problem-solving skills.
  • Ability to travel occasionally and work extended hours when needed.

Job description

  • Lead end-to-end planning, governance, execution, and delivery of strategic state expansion initiatives
  • Develop and maintain integrated project plans, roadmaps, milestones, dependencies, budgets, and resource plans
  • Partner with executive leadership to define expansion strategy, priorities, launch readiness, and success metrics
  • Lead cross-functional teams and ensure business areas complete required deliverables on schedule
  • Facilitate executive steering committee meetings, project status meetings, and decision-making sessions
  • Identify, assess, and proactively mitigate project risks, issues, dependencies, and resource constraints
  • Coordinate regulatory filing activities with Compliance and Legal and align operational readiness to approval timelines
  • Oversee third-party vendors, implementation partners, and consultants
  • Collaborate with Product, Underwriting, Claims, IT, Finance, Operations, Marketing, and Customer Service to prepare for launches
  • Manage project budgets, vendor statements of work, implementation schedules, and financial tracking
  • Prepare executive dashboards, presentations, and status reports
  • Support testing, operational readiness, training, go-live planning, and post-launch stabilization
  • Establish standardized project governance, documentation, templates, and best practices
  • Drive continuous improvement to streamline launch processes and reduce implementation timelines
Requirements
  • 5+ years of project management experience leading large, cross-functional enterprise initiatives
  • Property & Casualty insurance experience required
  • State expansion or regulatory implementation experience strongly preferred
  • Demonstrated experience presenting to and influencing executive leadership
  • Strong understanding of project governance, portfolio management, and project management methodologies
  • Excellent analytical, organizational, negotiation, and problem-solving skills
  • Exceptional written and verbal communication skills
  • Ability to manage multiple complex initiatives in a fast-paced environment
  • Frequent collaboration with executive leadership, cross-functional teams, regulatory agencies, third-party vendors, and external business partners
  • Ability to maintain confidentiality when handling sensitive business, financial, regulatory, and strategic information
  • Ability to review, analyze, and interpret complex documents, reports, contracts, project plans, and regulatory filings
  • Ability to communicate effectively through verbal and written interactions, including presentations, meetings, and conference calls
  • Ability to occasionally travel, including overnight travel
  • Ability to work extended hours periodically when required by critical milestones, regulatory deadlines, launches, testing, and stabilization
  • Ability to sit and work at a computer workstation for prolonged periods
  • Ability to occasionally move throughout office environments and travel between locations
  • Ability to occasionally lift and carry materials weighing up to 15 pounds
  • Visual acuity sufficient to read detailed reports, spreadsheets, presentations, and electronic communications
