Job summary

Utah State Library is seeking a State Data Coordinator and Library Consultant to lead statewide data collection and reporting, including federal surveys for IMLS. You will transform complex datasets into visual dashboards and narratives using LibPAS and R, while training and advising library directors across Utah.

You will design reporting frameworks, develop KPIs, and collaborate with leadership to standardize data usage, measurement, and storytelling of library impact. Some travel is required.

Qualifications

Responsibilities

• Administer the statistical annual report for Utah’s public libraries and the bi-yearly State Library Administrative Agency report and submit the data collections to IMLS.
• Administer the State Library’s data collection tool, LibPAS.
• Assist in the collection and evaluation of the Recertification Survey, the Summer Reading Survey, the Technology Inventory Survey, the Initial Certification application and the Quality Library Designation application.
• Design the collection, organization, and tracking of data from primary and secondary sources to measure impact of the State Library and reporting related to our mission.
• Design, organize, and maintain dashboards for administrators, managers, and staff following best practices.
• Present statistical analyses using story-telling methods to inform management decisions.
• Coordinate annual State Library statistics reporting and help prepare an annual report.
• Develop and present data related to KPIs for teams across the Library.

The Utah State Library is seeking a data-driven strategist and collaborative communicator to serve as our State Data Coordinator and Library Consultant. In this pivotal role, you will lead statewide data collection and reporting efforts, including key federal surveys for IMLS, and transform complex datasets into compelling visual dashboards and impact narratives using tools like LibPAS and R. Beyond managing metrics and evaluation frameworks, you will work closely with leadership, staff, and public library directors across Utah, providing hands‑on consulting, training, and insight to measure the reach of library programs and empower communities statewide.

Key Responsibilities

Data Collection and Management:

• Administer the statistical annual report for Utah’s public libraries and the bi-yearly State Library Administrative Agency report and submit the data collections to IMLS.
• Act as administrator of the State Library’s data collection tool, LibPAS.
• Assist in the collection and evaluation of the Recertification Survey, the Summer Reading Survey, the Technology Inventory Survey, the Initial Certification application and the Quality Library Designation application.
• Design the collection, organization, and tracking of both qualitative and quantitative data from primary and secondary sources to measure impact of the State Library in the community and reporting related to our collective impact, mission, vision, collections, etc.
• Design, organize, and maintain dashboards so that they can be used effectively by administrators, managers and staff following best practices.

Data Reporting:

• Present statistical analyses using a variety of story-telling methods designed to support mission and vision and to inform management decisions.
• Coordinate annual State Library statistics reporting.
• Help prepare an annual report.
• Develop and present data related to key performance indicators for teams across the Library.
• Collaborate with the management and leadership teams to standardize how and when data is reported to staff, the board, and the community.
• Produce a variety of reports using Word, Excel, and other resources.
• Public Library Survey (PLS) for IMLS/AIR.
• State Library Administrative Agency Survey (SLAA) for IMLS.
• Public Library Benchmarks
• Data Interpretation and Storytelling
• Create visualizations and narratives to explain data to staff, customers, and the board.
• Maintain data dashboards using R.
• Collaborate to understand knowledge gaps and use data to provide valuable insight.

Library Development Program Team Member:

• Provide consulting services to public library directors and staff.
• Train and support colleagues on data and survey related topics.
• Collaborate and work on other statewide initiatives of the Library Development team.
• Collaborate, communicate, and coach to make data accessible to many populations.
• Advise and assist in the development of performance metrics for new projects and initiatives.
• Work with the management team to develop appropriate mechanisms to evaluate library programs, services, processes, and other allocations of resources to ensure efficiency and alignment with the Library’s mission.
• Some travel in state and out of state is needed.
