The Human Resources Division (HRD) provides guidance, support, and expertise to the Department on the recruitment, development, training, and retention of quality employees.

This position is located in the East End Complex (EEC) in downtown Sacramento.

Job Description And Duties

The Staff Services Manager (SSM) II (Specialist) serves as a project consultant and works on a variety of highly sensitive and complex cross-cutting Human Resource (HR) projects and special assignments relating to Equity, Diversity, and Inclusion (ED&I).

The SSM II (Specialist) ensures HR administrative and programmatic policies advance equity and are diverse and inclusive.

The SSM II (Specialist) is responsible for representing the Human Resources Division (HRD) by attending meetings with stakeholders; communicating with executives and organizations; and participating in and leading advisory groups/committees as appropriate.

The incumbent works under the general direction of the Deputy Director of the HRD.

Up to 5% travel required.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of, and ability to apply, change management and project management principles to deliver Equity, Diversity & Inclusion (ED&I) policies, plans, and resources
  • Knowledge of ED&I concepts; State equal employment opportunity, civil rights, and human resource management policies, practices and requirements
  • Experience designing, implementing, and measuring ED&I initiatives
  • Ability to establish and sustain positive working relationships with stakeholders
  • Ability to use creative and critical thinking to develop innovative solutions for ED&I initiatives

Eligibility Information

If you are new to California State Service, you must take and pass the examination for this classification to be eligible for hire. Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position.

Telework Information

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
