The Center for Environmental Health (CEH) is home to inspection, technical assistance, regulatory, investigation, and emergency response activities that ensure compliance with regulations and improve the safety of foods, industrial hemp products, drugs, and medical devices to protect and improve the health of all Californians. CEH conducts age-related and flavor ban tobacco enforcement, regulates radiation machines/producers and radioactive materials, ensures proper disposition of low-level radioactive waste, regulates the generation, handling, and disposal of medical waste; and conducts other environmental management programs. The Center includes the Division of Food and Drug Safety, the Division of Radiation Safety and Environmental Management and the Environmental Health Support Section, which focuses on emergency preparedness and One Health.

Job Description And Duties

The Staff Services Manager (SSM) I (Specialist) (Spec) works under the general direction of the Staff Services Manager (SSM) II of the Center for Environmental Health’s (CEH) Center Office. The incumbent is a highly skilled subject matter expert (SME) and technical consultant in the areas of policy analysis and intergovernmental relations.

The SSM I (Spec) serves as lead legislative coordinator with responsibility for reviewing, analyzing, writing, and tracking legislative bill analyses assigned to CEH. Reviews and interprets legislative reports, making policy recommendations to management. Independently provides environmental health programmatic and technical support on a variety of sensitive and confidential major departmental organization discrepancies or concerns with the Division of Food and Drug Safety, the Division of Radiation Safety and Environmental Management and the Environmental Health Support Section.

  • Strong experience demonstrating the ability to handle sensitive issues and represent the Center for Environmental Health’s position to internal and external stakeholders.
  • Ability to collaborate across organizational lines to build strategic relationships and achieve common goals.
  • Ability to take initiative to work independently and as a team.
  • Experience with public speaking, teaching, facilitation, and training.
  • Knowledge of continuous program improvement practices.
  • Strong understanding of the California’s Legislative Process.

  • Describe your experience in managing legislative and intergovernmental affairs, including bill tracking, analyses, and recommendations. Provide specific examples.
  • Describe your experience advising or making recommendations to an executive team and oversight body (e.g. executive leadership) on policy related issues. Provide specific examples.
  • Describe your knowledge and experience with the California budget process and preparing financial and fiscal documents. Provide specific examples.

Eligibility Information

If you are new to California State Service, you must take and pass the examination for this classification to be eligible for hire. Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position.

Telework Information

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
