Job Description And Duties

The Staff Services Manager (SSM) I works under direction of the Staff Services Manager (SSM) II, Chief of the Sexual Health and Program Resilience Section.

The SSM I serves as the Chief of the Local Capacity Building and Program Development unit, leading a diverse team of Health Program Specialists and Associate Governmental Program Analysts that lead a variety of programs related to human immunodeficiency virus (HIV) care and prevention. Activities include HIV testing, linkage to care, postexposure prophylaxis (PEP) and preexposure prophylaxis (PrEP).

The SSM I assigns tasks, monitors work assignments, and ensures deadlines are met and provides routine feedback and mentoring to staff, communicates expectations and needs clearly and consistently, and cultivates a culture of continuous improvement.

This position advances racial equity, diversity, and inclusion in approach, processes, policies, and deliverables while also addressing challenges, racial inequities, stigma, and medical mistrust facing people who use drugs, young gay and bisexual men, cis- and trans- gender women of color.

The SSM I uses programmatic and surveillance data to understand the status of HIV and sexually transmitted infection (STI) syndemics, identifies strategies for reducing new cases HIV and STIs and eliminating health inequities that result in disproportionate disease burden among marginalized demographic groups.

The incumbent also aligns and mobilizes resources and community partners to achieve programmatic goals. The SSM I supports their team in the development and implementation of HIV Prevention programs and ensures that local capacity building needs among funded local health jurisdictions (LHJs) and community-based organizations (CBOs) are identified and met.

The SSM I works collaboratively with the Program Evaluation Monitoring (PEM) Section and the Surveillance and Prevention Evaluation and Reporting Branch to understand and use data to identify and develop recommendations to the SSM II on how to address capacity building and program development needs and barriers to successful HIV Prevention programs.

The SSM I is also responsible for policy development through the use of programmatic HIV and STI surveillance data and makes recommendations to the SSM II on where to focus program development efforts.

The SSM I is responsible for health equity coordination and oversees the implementation of programs designed to reach and serve data-identified priority populations. Additionally, the SSM I holds the lead role of Office of AIDS (OA) Health Equity Coordinator and is responsible for facilitation of the Health Equity Workgroup.

If you are new to California State Service, you must take and pass the examination for this classification to be eligible for hire. Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position.

Telework Information

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
