Staff Service Manager I

Under the general direction of the Staff Services Manager II of the Government Compensation & Administration Section, the Staff Services Manager I supervises and directs professional analytical staff responsible for the Government Compensation in California (GCC) program, division legislation functions, and various Executive Office (EO) reports.

Duties performed:
  1. Plan, evaluate, and direct workload for the GCC program functions and ensure statutory deadlines are met, including supervising professional analytical staff responsible for reviewing and analyzing GCC reports, providing outreach and customer service to local agencies, preparing program analysis and ad-hoc reports.
  2. Ensure GCC correspondence is prepared and provided to local agencies timely.
  3. Plan, organize, and direct workload for professional analytical staff performing legislation and EO reports, including overseeing and monitoring division legislation tracking, bill analyses, and various EO reports.
  4. Represent the division in meetings with EO, Information Services Division (ISD), and other areas of the department to collaborate on the GCC program and legislation.
  5. Develop and maintain a workload analysis system for monitoring staff time spent on GCC and legislation tasks for the purpose of streamlining processes, implementing efficiencies, identifying cost savings, and tracking staff resources.
  6. Perform administrative supervisor functions including preparing probationary reports, employee performance reviews, employee expectations, and other personnel-related documents.
  7. Provide leadership, guidance, coaching, mentoring, and training to staff.

Make sure you meet the Minimum Qualifications: Applicants must possess the equivalent to graduation from college, however, additional qualifying experience may be substituted for the required education on a year-for-year basis. AND three years of increasingly responsible management, personnel, fiscal, planning, program evaluation, or related analytical experience beyond the trainee level, which shall have included the preparation of reports and the presentation of recommendations to management, at least one year of which must have been in a full journeyperson technical capacity.
