Job description

This is a remote position.

JOB ID #985

Ad Hoc is a technology company that empowers organizations to deliver scalable, impactful digital services. Using modern, agile methods, our team creates products that meet people’s needs and transform their experience of government.

Work on things that matter

Our collaborations have shaped some of the defining moments in public‑sector service delivery. We’ve helped build products that connect Veterans to tailored services, help millions access affordable health care, and support important programs like Head Start. As we work with agencies to deliver critical services, we’re also changing how the government approaches technology.

Built for a remote life

Our culture, communications, and tools are built for remote work, enabling us to bring together top talent nationwide. At Ad Hoc, remote life empowers our teams to design work environments that fit their lives and that foster flexibility and collaboration to achieve positive outcomes for our customers.

Committed to high expectations and a welcoming culture

Ad Hoc values acceptance, accountability, and humility. We aren’t heroes. We learn from our mistakes and improve the process for the next time. We build small, inclusive teams to collaborate closely with our partners to solve the right problems and deliver software that works.

The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision‑making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.

Primary Responsibilities

The Staff Product Manager is a senior individual contributor responsible for shaping product strategy, guiding product development, and partnering with stakeholders to deliver meaningful outcomes across complex digital services and technology initiatives.

In this role, you will work closely with government customers, delivery teams, designers, engineers, researchers, and internal leadership to establish product priorities, define roadmaps, and help teams deliver solutions that meet user and organizational needs.

As a trusted product leader, you will bring a strategic perspective while remaining connected to the day‑to‑day product work. You will have the autonomy to influence product direction, navigate complex challenges, and help multidisciplinary teams make informed decisions.

This is an individual contributor position with no direct people management responsibilities. The role emphasizes product ownership, strategic collaboration, and stakeholder partnership rather than formal team management.

Primary Expectations Of a Staff Product Manager Include
  • Lead product strategy, vision, and roadmap development for complex digital products and services.
  • Partner directly with government customers and stakeholders to understand business priorities, user needs, and desired outcomes.
  • Translate customer objectives, research, data, and technical considerations into clear product priorities and actionable plans.
  • Own and maintain product roadmaps, backlogs, requirements, and prioritization activities in partnership with delivery teams.
  • Collaborate with engineering, design, research, and delivery teams to guide product development and support successful outcomes.
  • Facilitate product discussions, planning sessions, roadmap reviews, and stakeholder engagements.
  • Serve as a trusted advisor to customer and internal stakeholders, providing product recommendations and communicating priorities and tradeoffs.
  • Balance strategic product planning with hands‑on involvement in discovery, prioritization, and iterative delivery.
  • Apply user research, customer feedback, analytics, and performance measures to inform product decisions and improvements.
  • Navigate competing priorities, evolving requirements, dependencies, and technical constraints while maintaining alignment on product goals.
  • Identify product risks, challenges, and opportunities and collaborate with cross‑functional partners to develop practical solutions.
  • Communicate product progress, decisions, risks, and outcomes clearly to technical and non‑technical audiences.
  • Advocate for human‑centered design, Agile practices, and continuous improvement throughout the product lifecycle.
  • Share product management expertise, best practices, and guidance with colleagues and multidisciplinary teams.
  • Collaborate with Program and Project Managers to align product priorities with delivery goals, schedules, and customer expectations.
  • Contribute product expertise to customer discussions, solution planning, and business development initiatives when appropriate.
Basic Qualifications
  • Bachelor's degree and 7+ years of relevant professional experience, or an equivalent combination of education and experience.
  • 5+ years of experience in product management, digital product development, digital services, software delivery, or a related discipline.
  • Demonstrated experience defining product strategy, vision, roadmaps, and priorities for complex digital products or services.
  • Experience working with multidisciplinary teams across product, engineering, design, research, and delivery.
  • Experience translating customer and user needs into actionable product requirements and priorities.
  • Strong understanding of Agile methodologies, human‑centered design, and iterative product development.
  • Experience working directly with customers and stakeholders to guide product decisions and align expectations.
  • Demonstrated experience with product discovery, roadmap development, backlog management, prioritization, and product delivery.
  • Ability to independently manage product priorities, navigate ambiguity, and make informed decisions in complex environments.
  • Experience using customer feedback, research, and qualitative or quantitative data to inform product decisions.
  • Strong communication, collaboration, organizational, and stakeholder management skills.
  • Must currently hold, or have recently held, a Moderate Risk Public Trust (MRPT) determination or higher‑level federal security clearance (Secret or Top Secret), and be able to successfully complete all additional federal customer suitability, fitness, and financial background requirements for the position.
Preferred Qualifications
  • Experience supporting digital products or services within the federal government contracting environment.
  • Experience supporting federal civilian agencies; prior experience supporting the Federal Deposit Insurance Corporation (FDIC) is a plus.
  • Experience working with public‑facing digital services, web modernization, digital transformation, content platforms, or complex technology products.
  • Experience partnering with government stakeholders to shape product strategy and delivery priorities.
  • Experience applying human‑centered design, user research, analytics, and experimentation to improve product outcomes.
  • Experience collaborating with multidisciplinary teams on multiple products or workstreams.
  • Experience with product management and collaboration tools such as Jira, GitHub, or similar platforms.
  • Familiarity with federal contracting environments, customer delivery expectations, and cross‑functional collaboration.
  • Experience contributing to product strategy discussions, solution development, or federal contract proposals.
  • Product Management, Agile, Scrum, SAFe, or comparable professional certifications are a plus.
