Job summary

Ad Ad Hoc LLC is seeking a Manager of Product Management to lead product management across complex digital services and technology initiatives, developing a team of Product Managers. You will work with customers, delivery, design, engineering, and leadership to define strategy, identify needs, set priorities, and drive measurable outcomes.

This role requires MRPT or higher-level federal clearance, strong Agile and user-centered design expertise, and proven ability to translate customer

  • Bachelor’s degree and 7+ years of relevant professional experience.
  • 5+ years of experience in product management, digital product development, digital services, software delivery, or a related discipline.
  • 2+ years of experience leading, managing, mentoring, or developing Product Managers or other product professionals.
  • Demonstrated experience defining product strategy, vision, roadmaps, priorities, and measurable outcomes for complex digital products or services.
  • Experience working directly with senior customers and stakeholders in a client-facing product leadership role.

The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision‑making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.

Primary Responsibilities

The Manager of Product Management is responsible for leading product management across complex digital services and technology initiatives while developing and supporting a team of Product Managers. Working closely with customer, delivery, design, engineering, and company leadership, you will help teams define product strategy, understand user and customer needs, establish priorities, and deliver measurable outcomes.

You will serve as a product leader and coach, helping Product Managers successfully navigate complex customer environments while ensuring product decisions are grounded in user needs, data, technical feasibility, and organizational goals. You will build strong relationships with government stakeholders and cross‑functional partners while creating an environment where Product Managers and multidisciplinary teams can do their best work.

Primary expectations of a Manager of Product Management include:

  • Lead, manage, mentor, and develop Product Managers supporting complex digital services and technology initiatives
  • Provide coaching and guidance on product strategy, discovery, roadmapping, prioritization, stakeholder management, and outcome‑driven product delivery
  • Partner with Product Managers and customer stakeholders to define product vision, strategy, goals, priorities, and measures of success
  • Help teams translate customer objectives, user needs, research, data, and technical considerations into clear product strategies and actionable priorities
  • Guide Product Managers in developing and maintaining product roadmaps, backlogs, product requirements, and outcome‑focused delivery plans
  • Ensure product teams maintain a strong understanding of the people who use the services they build and incorporate user research and feedback into product decisions
  • Partner closely with engineering, design, delivery, research, and other disciplines to ensure product priorities are understood and teams remain aligned around desired outcomes
  • Build and maintain strong relationships with government customers and stakeholders through consistent communication, transparency, collaboration, and trusted product leadership
  • Facilitate product strategy discussions, roadmap reviews, planning sessions, stakeholder meetings, and other product‑focused engagements
  • Help Product Managers navigate competing priorities, changing requirements, dependencies, constraints, and complex stakeholder environments
  • Establish and reinforce effective product management practices, tools, processes, and standards across teams
  • Promote the use of qualitative and quantitative data to evaluate product performance, understand user needs, measure outcomes, and inform product decisions
  • Identify product risks, gaps, and opportunities and partner with cross‑functional leadership to drive them through resolution
  • Support Product Managers in communicating product strategy, priorities, tradeoffs, progress, risks, and outcomes to customer and internal stakeholders
  • Manage Product Manager performance, professional development, career growth, workload, and resource planning
  • Support hiring, interviewing, onboarding, and development of Product Management talent
  • Foster a collaborative, inclusive, and accountable product culture focused on continuous learning, customer outcomes, and delivering high‑quality digital services
  • Partner with Product, Design, Engineering, Delivery, and Practice leadership to improve product management capabilities and multidisciplinary ways of working
  • Contribute product expertise to proposals, recompetes, account growth, and other business development activities when needed
  • Support product and team continuity during periods of contract, staffing, customer, or organizational change

Basic Qualifications

  • Bachelor’s degree and 7+ years of relevant professional experience, or an equivalent combination of education and experience
  • 5+ years of experience in product management, digital product development, digital services, software delivery, or a related discipline
  • 2+ years of experience leading, managing, mentoring, or developing Product Managers or other product professionals
  • Demonstrated experience defining product strategy, vision, roadmaps, priorities, and measurable outcomes for complex digital products or services
  • Experience working with multidisciplinary teams across product, engineering, design, research, delivery, and other technical disciplines
  • Experience translating customer and user needs into product priorities and actionable work for technical teams
  • Demonstrated experience with product discovery, prioritization, roadmap development, backlog management, and iterative product delivery
  • Experience working directly with senior customers and stakeholders in a client‑facing product leadership role
  • Strong understanding of Agile methodologies, human‑centered design, and modern digital product development practices
  • Demonstrated ability to navigate competing priorities, ambiguity, organizational constraints, and complex stakeholder environments
  • Experience using qualitative and quantitative information to inform product decisions and measure product outcomes
  • Strong written and verbal communication skills, including the ability to communicate product strategy, priorities, tradeoffs, risks, and outcomes to technical and non‑technical stakeholders
  • Must currently hold, or have recently held, a Moderate Risk Public Trust (MRPT) determination or higher‑level federal security clearance (Secret or Top Secret), and be able to successfully complete all additional federal customer suitability, fitness, and financial background requirements for the position.

Preferred Qualifications

  • Experience leading product management within the federal government contracting environment
  • Experience supporting federal civilian agencies; prior experience supporting the Federal Deposit Insurance Corporation (FDIC) is a plus
  • Experience managing or coaching Product Managers supporting multiple products, teams, or workstreams
  • Experience leading product strategy for public‑facing digital services, web modernization, digital transformation, content platforms, or other complex technology products
  • Experience applying human‑centered design, user research, analytics, and experimentation to product development and decision‑making
  • Experience establishing or improving product management practices within an organization or large program
  • Experience working within multidisciplinary teams that include software engineering, design, research, data, delivery, and project/program management
  • Experience navigating complex government stakeholder environments and balancing user needs, customer priorities, technical constraints, and contractual requirements
  • Experience supporting federal contract proposals, recompetes, organic growth, or account expansion
  • PMP certification preferred; Product Management, Agile, Scrum, SAFe, or comparable certifications are also a plus

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility. The range of starting pay for this role is $105,000-$150,000, depending on candidate experience and qualifications.
