Description
The Kentucky Registry of Election Finance is an independent agency of state government, established by the Legislature to ensure fair elections by way of oversight of campaign finances. The Registry has jurisdiction over campaign finance laws for all candidates and political committees and is responsible for providing daily guidance to those individuals and entities. The agency also provides training seminars concerning campaign finance, receives copies of filing papers from County Clerks and the Secretary of State, serves as the repository for all required reports, and verifies that all receipts and expenditures comply with campaign finance statutes.
The Staff Attorney II will be a highly skilled member of the Registry’s staff who will provide a variety of legal services for the agency requiring extensive research and analysis; and perform other duties as required.
Duties And Responsibilities For The Staff Attorney II
- Coordinates delinquency and conciliation procedures for late filing of campaign finance reports, investigates cases, drafts conciliation agreements and letters, maintains database and tickler system for delinquencies, mails letters and agreements, reporting to General Counsel at all stages of delinquency and conciliation.
- Conducts administrative hearings on behalf of the agency and provides representation in courts.
- Provides legal services to the agency by representing it in hearings, reviewing appeals, and addressing procedural and substantive issues in proposed orders.
- Conducts investigations, including interviewing witnesses, preparing exhibits, and drafting subpoenas.
- Maintains public database of Registry cases, enters cases into KEFMS system, and updates website with case information.
- Performs legal research, prepares legal briefs and pleadings, and drafts advisory opinions.
- Compiles data relating to requests for information by the legislature or other governmental agencies and the public.
- Processes open records requests (including records certification), orders records from archives and sends records for storage on behalf of agency, keeps track of agency materials and records, and attends archive training when offered.
- Keeps abreast of changes in agency laws, rules, and regulations as well as state, federal, and local laws relative to campaign finance law.
- Drafts and compiles administrative regulations for filing, and assists in drafting legislation.
- Performs other duties as prescribed.
Preferred Knowledge/Skills/Abilities:
- Candidate must be admitted to practice law and in good standing in the Commonwealth of Kentucky.
- Must have one year of experience as a licensed attorney in the practice of law.
- Must maintain any required licensure for the length of employment in this job classification.

Minimum Requirements
EDUCATION: See Special Requirements.
EXPERIENCE, TRAINING, OR SKILLS: Must have one year of experience as a licensed attorney in the practice of law or one year of supervised practice under Kentucky Supreme Court Rule (SCR) 2.116, or a combination totaling at least one year of experience.
Substitute EDUCATION for EXPERIENCE: A Master of Laws degree (LL.M.) will substitute for the one year required experience.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must be admitted to practice law and in good standing in the Commonwealth of Kentucky OR comply with Kentucky Supreme Court Rule (SCR) 2.111 (limited certification of admission to practice), SCR 2.112 (attorney participants in defender or legal services programs), SCR 2.117 (practice pending admission).
Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s), or other credentials.
Working Conditions
Duties are performed primarily in both office and courtroom settings. Travel is required.
