Job description

Town of Killington, Vermont · Finance Department · Reports to: Finance Director · Full-time · $60,000–$65,000

Position Summary

The Staff Accountant performs professional-level accounting for the Town, owning the general ledger and assisting with monthly and annual close, reconciliations and audit preparation. The position supervises the Bookkeeper and reviews the accounting output of the Treasurer's office. Because the Treasurer is an elected official, the Staff Accountant coordinates with but does not direct the Treasurer's statutory duties. The Finance Director sets financial policy, budget and audit strategy and is responsible for TIF; the Staff Accountant acts for the Finance Director on routine matters in their absence.

  • Maintain the general ledger and chart of accounts across all Town funds; prepare and post journal entries, accruals and interfund transfers with full documentation.
  • Enter adjusting entries with guidance from the Finance Director; assist with monthly and year-end close on a published calendar.
  • Oversee bank reconciliations prepared by the Treasurer; manage investment and debt accounts monthly; tie subsidiary ledgers (taxes, utility billing, payables, payroll) to the general ledger.
  • Review and sign off on reconciliations, deposits and batches from the Bookkeeper and Treasurer's office; resolve reconciling items and stale checks.
  • Enforce segregation of duties and approval controls; monitor compliance with Vermont statutes, Town policies, GASB and grant terms.
  • Serve as primary contact for independent auditors; prepare the trial balance, lead schedules, capital asset and debt roll forwards, and GASB 34 entries; track corrective actions on findings.
  • Prepare monthly budget-to-actual reports and assist with the annual budget and Town Report.
  • Account for grants, local option tax and other major revenues; review payroll liabilities, VMERS and benefit remittances; maintain the capital asset register.
  • Train and support the Bookkeeper; attend occasional evening Select Board meetings.
Knowledge, Skills and Abilities
  • GAAP, fund accounting, GASB standards and Vermont municipal finance practices.
  • Municipal accounting software (e.g., NEMRC) and Excel; internal control and audit procedures.
  • Ability to meet fixed deadlines, keep information confidential and explain financial information to the Select Board and public in plain terms.
Qualifications

Minimum: Bachelor's degree in accounting, finance or a related field and three years of progressively responsible accounting experience, including general ledger, reconciliations and month-end close, or an equivalent combination of education and experience.

Preferred: Governmental or fund accounting experience (ideally a Vermont municipality or school district), work with external auditors, and NEMRC experience.

The Town of Killington is an equal opportunity employer. This description does not create an employment contract; the Town may revise duties and requirements at any time.
