ORGANIZATIONAL SUMMARY:
The Florida Center for Behavioral Health Workforce (FCBHW) was commissioned by the Florida legislature through Senate Bill 330 "to support an adequate, highly skilled, resilient, and innovative workforce that meets the current and future human resources needs of the state’s behavioral health system in order to provide high-quality care, services, and supports to Floridians with, or at risk of developing, behavioral health conditions through original research, policy analysis, evaluation, and development and dissemination of best practices." The FCBHW is proudly housed at University of South Florida in the College of Behavioral and Community Sciences.

POSITION SUMMARY:
The primary purpose of this position is to support the research enterprise for FCBHW in the College of Behavioral and Community Sciences (CBCS) through the development, review, and administration of contracts and grants. The primary functions for this position include: pre- and post-award grant management including monthly reconciliations; establishing and monitoring subcontracts; ensuring compliance with USF, federal, state, and sponsor requirements; serving as a liaison to the USF Office of Research; and reviewing and submitting proposals. In addition to grants management, this position prepares financial reporting and may play a role in funding internal and external awards.

SPECIAL REQUIREMENTS:
This position is subject to a Foreign Influence Screening. During the 2021 Florida legislative session, House Bill 7017 (“HB 7017”) was passed and later signed into law by Governor DeSantis. The new law modifies a variety of Florida Statutes to address concerns regarding improper foreign influence. With regard to employment at major research institutions like the University of South Florida, the new law requires thorough review of certain applicants for positions involving research. You will receive an e-mail with a link to a survey that you will need to complete since your new position is involved in research.

RESPONSIBILITIES:
Pre-award grant management: Responsibilities include (but are not limited to) recommending funding opportunities to potential principal investigators (PI); preparing proposal applications per sponsor guidelines; preparing budgets and budget justifications; ensuring compliance with USF, federal, and sponsored guidelines; assisting PIs with contract modifications, budget modifications, compliance, and audit-related issues; and serving as a liaison to Sponsored Research.
Post-award grant management: Responsibilities include (but are not limited to) review of award and budget; project set-up; establishing subcontract agreements; preparing and overseeing reconciliations for budget tracking, forecasting, and expenditure tracking; providing PIs with fiscal management reporting on a routine basis; monitor expenditures to maintain compliance with sponsor policies, USF policies, and federal cost accounting standards; preparing/submitting budget, journal, or payroll transfers as necessary; assisting PIs with the submission of progress reports; working closely with Sponsored Research on invoicing, reporting, and closeout; troubleshooting any issues that may arise with awards.
Establishing and monitoring agreements: This position serves as a liaison between PIs, sponsors, Sponsored Research, and external entities, such as subcontractors, programs, consultants, etc., setting up subcontracts, data use agreements, MOUs, rental agreements, etc. This position provides oversight to ensure compliance with financial conflict of interest both internally through interest inventories and externally through subrecipient information and compliance certification along with any other requirements identified during negotiation and execution of contracts and grants.
Reporting and training: Prepares reports on contract and grant activity and recommends improvements to processes involved in preparing competitive grant proposals and managing awards. Communicates with PIs and advises them to ensure compliance and effective grant management. Serves as a liaison to USF Research offices.
Performs other duties as assigned.

POSITION QUALIFICATIONS:
MINIMUM: This position requires a Bachelor's degree and four years of research or research administration experience; A Master's degree may substitute for two years of the required experience. There is no substitution of experience for the Bachelor's degree.
PREFERRED: Pre and post-award experience of at least 1 year or more is preferred.
