Job summary

Neumo is seeking a Senior Software Engineer to design, build and maintain features for the Records platform (Land Records, Vital Records and Search). You will own parts of modernization, ensure correctness and security, and mentor junior engineers in a government-focused cloud environment.

You will work with AI-assisted development, review AI-generated code, and collaborate with product managers, QA and architects to deliver reliable, scalable solutions on Azure and SQL Server.

Qualifications

  • Bachelor’s degree in Computer Science, Engineering or a related field, or equivalent experience.
  • 5+ years of experience in full-stack development and cloud software, with a focus on Microsoft technologies.
  • Advanced coding skills in .NET, including both .NET Framework and modern .NET. Experience with Python, Node.js/TypeScript, Java and React is a plus.
  • Strong experience with SQL Server, plus working knowledge of NoSQL databases, cloud storage and data management best practices.
  • Experience with Azure or AWS and cloud-native design patterns, such as microservices, serverless architecture, distributed caching and containerization.
  • Hands-on experience with search platforms such as Elasticsearch, Solr or Lucene, including indexing and performance tuning.
  • Experience upgrading or modernizing legacy applications while keeping them stable in production.
  • Experience with high-volume data processing and data migrations.
  • Experience using AI-assisted development tools, and the judgment to review generated code critically.
  • Experience working in Agile environments, with a collaborative approach to problem-solving and mentoring.
  • Understanding of security and compliance standards, such as SOC 2 and PCI, and how they apply to engineering design.
  • Clear communication skills, with the ability to explain technical issues and trade-offs to engineers, product partners and leadership.

Responsibilities

  • Design, build, test and maintain features within the Records platform, such as eRecording and eSubmission, automated indexing, search, certified copy requests, property fraud alerts, and ID verification and payment integrations.
  • Contribute to platform modernization by decoupling tightly coupled components, replacing manual configuration with configurable, self-service setup, and reducing dependencies on specific peripherals.
  • Take on meaningful parts of our modernization work, resolving compatibility issues and validating changes.
  • Build self-service configurable features that support each jurisdiction’s statutes, workflows and level of digital maturity without custom code.
  • Develop and tune search features, including indexing, relevance and query performance, for large volumes of recorded documents.
  • Support customer migrations by building and testing data migration tooling, with a focus on data accuracy and record integrity.
  • Work from approved specifications in Neumo’s agentic delivery model. Use AI agents to draft code and tests, then review, correct and own what ships.
  • Conduct thorough code reviews, including reviews of AI-generated code, and hold a high bar for correctness, maintainability and test coverage.
  • Troubleshoot and resolve complex production issues related to performance, reliability and data quality, and take part in on-call rotations and post-incident reviews.
  • Contribute to CI/CD pipelines, automated testing and monitoring to support reliable, repeatable releases.
  • Participate in sprint planning and backlog refinement. Give realistic estimates and raise risks early.
  • Document key design decisions and platform knowledge, and share expertise through pairing and walkthroughs so critical knowledge doesn’t live with one person.
  • Mentor Software Engineers and newer team members on coding practices, debugging, testing and how the Records platform works.
  • Partner with product managers, QA, architects, Staff and Principal Engineers, and implementation teams to clarify requirements and keep designs consistent with Neumo’s platform direction.
  • Build on Neumo’s shared enterprise services, such as identity and access, payments, notifications, reporting and search, instead of rebuilding them within Records.
  • Follow secure development practices, including vulnerability scanning, secrets management and access control, in line with the frameworks our government customers require.

Sr. Software Engineer

CTO Full Time Professional AL, US

Senior Software Engineer, Records Platform (T3)

About Neumo

Neumo builds the cloud software that powers government. More than 4,500 state, local and federal agencies across North America run on our platforms, processing over 900 million transactions and collecting $44 billion in revenue for the communities they serve. When a county records a deed, a family orders a birth certificate, or a business files a local tax return, that transaction often runs through our systems.

That comes with a particular kind of engineering responsibility. Our platforms are systems of record for legally binding documents and public funds. Correctness is not negotiable, downtime has civic consequences, and the data we hold is expected to remain accurate and retrievable for decades.

Summary

The Senior Software Engineer designs, builds and maintains features for Neumo’s Records platform (Land Records, Vital Records and Search). County recorders and clerks use it to record deeds, index documents, issue certified birth, death and marriage certificates, and give the public secure access to records that go back generations. Every recorded document has legal weight, so correctness, security and reliability are essential.

Records is a key area of investment for Neumo. We are evolving it from a tightly coupled, manually configured platform that depends on specific peripherals into a best-in-class product that meets customers where they are. Positioned between the Software Engineer and Staff Engineer roles, the Senior Software Engineer owns features from design through production and makes sound technical decisions within their area. They raise code quality on the team and help newer engineers grow. This role requires strong skills in .NET, SQL Server and cloud technologies, plus the judgment to work effectively in Neumo’s AI-assisted, agentic delivery model.

The Senior Software Engineer reports to a Software Engineering Manager on the Records platform.

Duties and Responsibilities

  • Design, build, test and maintain features within the Records platform, such as eRecording and eSubmission, automated indexing, search, certified copy requests, property fraud alerts, and ID verification and payment integrations.

Nice to Have
