As a Senior Project Procurement Manager (PPM) for Advanced Manufacturing (AM), you will be responsible for all Purchasing, Subcontracting, Expediting and Supplier Quality Surveillance activities on Mega Projects (Projects with a Total Installed Cost of $750M, or more) as well as those Projects which are of high importance to Jacobs, regardless of value, based on client relationship, Jacobs incentives or compensation structure, inherent challenges, or strategic importance to the business. This role will be project based on a US location.

A Senior PPM thoroughly understands the role of procurement and its integration with other project functions, accomplishes value‑added expectations, and performs assignments in accordance with established policies and procedures. Most importantly, the Senior PPM has advanced knowledge of a subject area or commodity which they are contracting for.

The Senior PPM reports directly to the Director of Supply Management of AM. While supporting Jacobs’ Projects, the Senior PPM will report indirectly to the assigned Project Manager or Project Services Manager.

Here’s What You’ll Do
  • As an overall Project Procurement Lead, perform upfront Procurement planning activities such as drafting the Supply Management Execution Plan (SMEP), establishing Purchasing and Subcontract Strategies, and developing project-specific templates, reports and tools.
  • Manage the activities of teams of buyers, expeditors, subcontract administrators with oversight of other supporting procurement functions. This typically includes establishing package assignments and priorities, eliminating obstacles, managing the interface with Jacobs and Client management, providing on‑the‑job training, offering support and guidance, and working closely with the Director of Supply Management of AM to settle performance related issues.
  • Use critical thinking and problem solving to maximize the efficiency and effectiveness of the Project’s Procurement efforts.
  • Purchasing assignments typically will consist of major purchases of long‑lead equipment, critical or high‑risk materials and equipment.
  • Subcontracting assignments typically will consist of professional or technical services, and major or complex construction services on larger projects, or assignment as the Subcontracts Manager for all subcontracting on a medium to large size project.
  • Utilize established policies, procedures, systems, and tools.
  • Manage the procurement of goods/subcontracted services and administer Purchase Orders (POs)/Procurement Agreements and change orders (modifications) to accomplish project or group objectives and obligations.
  • Review PO‑/subcontracts‑related invoices and ensure that invoices are approved in accordance with terms and conditions agreed within the purchase order/subcontract.
  • Evaluate facts surrounding purchase order‑/subcontract‑related problem areas and apply remedies to resolve it.
  • Maintain purchasing/subcontracting documentation in a repository.
  • Identify and resolve purchase order‑/subcontract‑related risks while working in conjunction with the Procurement Services Management Team (PSMT).
  • Manage the procurement process, including planning, development of bidder lists, qualifies bidders, prepares requests for quotation, and conducts bid evaluations.
  • Recommend source selections, plan and lead purchase order/subcontract negotiations.
  • Act as a subject matter expert in regard to a commodity or specialized subject area.
  • Help stakeholders in understanding the overall Procurement process.
  • May participate in internal and external supply management presentations.
  • Work independently, with limited or minimal guidance, in the most complex situations. No direct reports. Supervise the work of senior buyers and subcontract administration personnel who perform with the purchasing and/or subcontracting activities. Lead functional teams or projects and serve as a best practice or quality resource.
  • Coordinate with project or departmental personnel in performance of the purchasing and/or subcontracting activities.
Here’s what you’ll need
  • 18+ years of experience in engineering and/or capital construction purchasing, contracting, expediting, supplier quality management and material management.
  • Experience using MS Office tools, including intermediate to advanced MS Excel skills.
  • A drive to solve complex and challenging problems.
  • A desire to manage a team of procurement professionals through demonstrated inspirational leadership.
Ideally, you’ll have
  • Bachelor’s degree in a business, construction, supply chain, or operations management field, or equivalent project experience. Master’s degree preferred.
  • 10+ years of experience in Specialized Manufacturing, Biopharmaceutical/Life Science Manufacturing Projects, or Data Centers (preferred).

The base salary range for this position is $133,500.00 to $183,500.00. Within the range, individual pay is determined by work location and additional factors, including job‑related skills, experience, and relevant education or training.
