Qualifications

Job description

Responsible for managing tasks of the entire life cycle of capital improvement projects that support infrastructure improvements, grants, and community initiatives. The Senior Project Manager ensures that private development projects are constructed in compliance with regulations and public projects are completed on time, within budget, and in compliance with regulations and grant requirements. Responsibilities include supervising subordinate employees, managing contracts, consultants and contractors and serving as the point of contact for outside agency communication.

1. Project management including schedule management, monitoring of project costs and progress, inspection, management of consultants and coordination with outside agencies (FDOT, TPO, etc.) and internal City staff for capital improvement projects, with a primary focus on FDOT LAP Projects.
2. Oversee inspection of residential and commercial projects to ensure they are built and constructed according to regulations, drawings and specifications.
3. Oversee building permit review for engineering related items (residential structures, sheds, driveways, pools, screen room, etc.) and direct resources as needed.
4. Directly supervise subordinate employees as assigned. Assist subordinate employees with project coordination, documentation, and tracking management methods.
5. Carry out supervisory responsibilities including interviewing, hiring, and training new employees; planning, assigning, directing and reviewing work; mentoring, motivating, coaching and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems in accordance with the policies and applicable laws.

1. Develop project scopes, schedules, budgets, and performance measures.
2. Coordinate project activities among internal departments and external stakeholders.
3. Monitor project progress and prepare status reports for management, boards, and City Council.
4. Ensure capital improvement projects conform to City, State and Federal codes and standards and grant requirements.
5. Assist with contract management and bid request items.
6. Prepare progress reports and invoices for grant reimbursement.
7. Review and approve professional consultant and vendor invoices.
8. Assist with 5-year CIP preparation.
9. Oversee and coordinate the City's review of feasibility studies for TPO projects.
10. Assist with preparation of the City's TPO project applications.
11. Monitor project expenditures and ensure compliance with approved budgets.
12. Coordinate with contractors, developers, agencies, and community groups to resolve project issues.
13. Maintain accurate project files, records, and performance data.
14. Prepare presentations, reports, correspondence, and agenda materials.
15. Respond to inquiries from residents, businesses, elected officials, and other stakeholders.
16. occasional attendance at evening meetings and community events is required.
17. Maintain relevant certifications and stay updated on industry trends.
18. All other duties as required.

ADDITIONAL RESPONSIBILITIES:

This position is part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined by the City Manager in the City’s Emergency Management Activation and Emergency Declaration. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by the City’s Emergency Management Director or individuals designated by the City Manager to assign such functions will result in disciplinary action up to and including termination.

EDUCATIONANDEXPERIENCE REQUIREMENTS

• Bachelor's degree in Engineering, Construction, Project Management, Business Administration, Public Administration, or a related field. Master's degree in Business Administration, Finance or Project Management, or related field is a plus.
• Three (3) to five (5) years of progressively responsible experience in construction management, project management, engineering, or a related field.
• Experience administering federal and state grants.

CERTIFICATIONS AND LICENSES REQUIRED

• Project Management Professional (PMP) certification is a plus.
• A valid Florida driver's license is required.

• Knowledge of project management principles and practices.
• Knowledge of engineering, construction and site development processes.
• Knowledge of design and construction of public transportation facilities as applied to City government is desired.
• Understanding of municipal government operations and procedures is desired.
• Familiarity with federal and state grant programs, including FDOT LAP, and related funding sources.
• Must demonstrate ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to manage multiple projects simultaneously.
• Strong analytical, organizational, and problem-solving skills.
• Ability to facilitate meetings and build consensus among diverse stakeholders.
• Proficiency in Microsoft Office Suite, project management software, and data analysis tools.
• Ability to prepare technical reports and presentations.
• Ability to communicate effectively verbally, electronically, and in writing.
• Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
• Ability to exercise sound independent judgment.
