Position Purpose: This role manages all activities related to the successful delivery of capital programs associated with linear assets, from inception to completion, significantly impacting operational, financial, regulatory, and company objectives. The candidate collaborates with engineering and operations teams, ensuring asset owner satisfaction by delivering projects per defined success criteria (performance, budget, schedule, compliance).

Primary Duties/Responsibilities:

  • Manage $20M-$50M annual water/wastewater programs, including project identification, design, pilot testing, planning, and funding approvals.
  • Develop technical, bidding, and contractual documents, negotiate agreements, and coordinate with supply chain management.
  • Ensure incorporation of technical and safety standards into design specifications.
  • Work with operations to meet operational, compliance, and safety goals.
  • Coordinate with master planning and hydraulic modeling teams to prioritize projects and meet system needs.
  • Manage environmental and governmental permits.
  • Oversee construction management to ensure timely, budget-compliant project completion.
  • Improve project delivery efficiency through metrics monitoring and procurement methods.
  • Provide monthly progress and financial reports to management.
  • Contribute to engineering standards and provide technical expertise on water/wastewater issues.
  • Manage 2-6 direct reports and work across corporate and local units.

Qualifications:

  • Bachelor’s in Civil or Environmental Engineering or related field; experience may substitute.
  • Minimum 10 years in managing water/wastewater projects, including design and construction.
  • Experience leading multi-disciplinary teams.

Knowledge/Skills/Abilities:

  • Proficiency in transmission main and appurtenance design.
  • Strong project management and communication skills.
  • Knowledge of water/wastewater processes and budgeting.
  • Experience with hydraulic modeling software preferred.

Certifications:

  • PE license required; PMP is a plus.

Physical Requirements: Willingness to travel to various site locations within approximately 50 miles of Harrisburg and Dallas, with occasional longer trips.
