FUNCTIONAL DESCRIPTION:

Responsible for providing the tools and systems necessary to effectively and proactively manage and control concurrent projects throughout the organization from proposal through execution and completion. Tasks may include the preparation and control of baseline detailed and integrated summary schedules and milestones; preparation and control of baseline time-phased budgets; cost control and earned value performance measurement including the Budgeted Cost of Work Scheduled (BCWS), Budgeted Cost of Work Performed (BCWP), Actual Cost of Work Performed (ACWP), and Schedule Variance (SV)/Cost Variance (CV); and associated reporting and information distribution internally and to DOE and stakeholders.

Grade 26:

Education/Experience: Bachelor’s degree in business, finance, project management, construction management, engineering or other related discipline plus 10+ years of related work experience; or equivalent combination of education and directly relevant work experience. Project Management Professional Certification (PMP) desired.

Level Specific Responsibilities:

Under management direction, applies advanced Project Controls principles, theories and concepts in assignments and related work.

Responsible for the overall implementation and direction of the estimating, cost engineering, and the planning and scheduling functions to provide services, procedures and methods for the timely and accurate response to client, project management, departmental, and company requirements.

On small or multiple projects the individual may act independently or may direct, as controls team leader, a staff of other project controls individuals. On large projects the individual, as controls team leader, may direct a staff of other project control individuals. On very large projects the individual may report to a controls team leader and may direct a portion of the staff on the project.

Applies advanced Project Controls principles, theories and concepts. Contributes to development of new principles and concepts.

Grade 27

Education/Experience: Bachelor’s degree in business, finance, project management, construction management, engineering or other related discipline plus 12+ years of related work experience; or equivalent combination of education and directly relevant work experience. Project Management Professional Certification (PMP) desired.

Level Specific Responsibilities:

Working independently, has basic responsibility for providing administrative and/or technical direction of Project Controls activities.

Responsible for defining, developing, acquiring, training, implementing, integrating, maintaining, and auditing the methods, techniques, standards, guidelines, procedures, and tools to support the desired level of information and reporting for project control and management visibility as needed on projects, from proposal through execution and completion.

Depending on the size of the project, the individual will act independently, or will direct, as an area controls team leader, a portion of the controls staff, or as controls team leader, a staff of other project controls individuals, in the performance of functional activities to support and maintain project information requirements for the purpose of control and management visibility.

Exhibits an exceptional degree of ingenuity, creativity and resourcefulness. Applies and/or develops highly advanced principles, theories and concepts. Viewed as expert within field.
