Job summary

Job description

Turner & Townsend is a global professional services company, majority‑owned by CBRE Group. We seek an experienced Senior Program Manager to oversee construction programs for clients. The role requires maintaining client relationships, stakeholder management, financial reporting, procurement, contracting, and successful program delivery.

Responsibilities
  • Management Systems – influence use of defined processes and procedures by execution teams at each program phase.
  • Information Management Systems – influence use of agreed information system by execution teams at each phase.
  • Design Management – gather design requirements from client, end user, stakeholders; document in program brief; validate corporate standardization.
  • Stakeholder Management – identify delivery stakeholders, maintain communication, influence involvement, and conduct day‑to‑day interface to ensure projects meet time, cost, quality targets.
  • Funding – secure all project funding prior to initiation of capital works aligned to governance structure.
  • Contract Strategy – define contracting strategy that motivates performance and assures required outcomes by execution teams.
  • Procurement Management – define procurement approach, manage pre‑qualification, tender, evaluation, contract award using data‑driven processes.
  • Schedule Management – develop master schedule based on historical data and ensure execution teams progress and maintain schedules.
  • Document & Data Management – monitor collection, storage, dissemination of project information by execution teams.
  • Risk and Opportunity Management – monitor risks and opportunities, assess cost/schedule impact, implement mitigation plans for critical risks.
  • Change Controls – monitor robust process that actively manages change, assessing scope, time, cost, quality before approval.
  • Operational Readiness & Transition – monitor handover process to operational teams in an integrated manner.
  • Closeout – monitor efficient closeout, analyze outturn cost, schedule, lessons learned to inform future projects.
  • Continuous Improvement – manage identification and implementation of strategic/program improvement initiatives, lessons learned, best practices.
  • SOX control responsibilities may apply where applicable.
Qualifications
  • Bachelor’s degree in construction management, engineering, or related field.
  • Minimum 5–7 years of relevant experience.
  • Proficient in Program Management methods and best practices.
  • Strong knowledge of forecasting, budgeting, planning, design, schedule and scope management.
  • Technical skills to read, understand, and communicate contract requirements, construction drawings and specifications, and interpret construction methods.
  • Ability to understand and follow site HSSE policies.
  • Technological competency with MS Outlook, MS Word, MS Excel, MS Project, MS PowerPoint.
  • Competent in data management software and systems for analytics, QA, and program management.
  • Excellent communication skills.

Compensation: Minimum salary $150,000 annually; maximum salary $190,000 annually. Compensation depends on skills, qualifications, and experience.
