We have an exciting opportunity for a Senior Program Director of Classified Development and Administration within the CSS team based in San Diego, CA. CSS provides innovative, cutting-edge, security solutions for the United States Government. Our employees provide a multi-disciplinary, sometimes non-traditional, approach to generate innovative solutions to challenging technical problems in the national security arena. Our areas of expertise include spacecraft payload and system development, ground control and operational software development, embedded software, and cyber capabilities. Key customers include the Department of Defense and the Intelligence Community.

This position reports to the Vice President, CSS and is responsible for planning, managing, and ensuring the technical performance of one or more major programs, often requiring coordination across multiple locations.

DUTIES AND RESPONSIBILITIES
  1. Oversee all phases of the program(s) from conceptualization through completion, including acquisition, planning, and managing technical performance to ensure quality, business, and financial objectives are attained.
  2. Develop and manage program plans or delivery methods, some of which may be unprecedented, across distinctive products serving multiple customers.
  3. Consult with executive management to develop and implement technical, schedule, and quality objectives for the program(s) and participate in the development of company-wide goals.
  4. Oversee the development of design concepts, criteria, and engineering efforts for research, development, testing, and integration.
  5. Influence decisions of senior leaders within and outside the company on high-significance matters.
  6. Represent the organization in relations with customers and business communities, acting as the primary spokesperson on program issues.
  7. Lead the preparation of proposals, business plans, and contractual documents, influencing negotiations and modifications.
  8. Ensure technical excellence by overseeing talent acquisition, retention, and development.
  9. Act as the primary customer contact for program activities and lead review sessions discussing cost, schedule, and technical performance.
  10. Identify program issues and develop solutions such as resource re-allocation or contract modifications.
  11. Develop new business opportunities and expand existing ones, including pursuing partnerships and alliances.
  12. Oversee the development and security of proprietary technology, maintaining confidentiality of sensitive information.
  13. Perform other duties as assigned.

Job Qualifications
  • Typically requires a Master’s or PhD in engineering, science, or a related field, with at least fifteen years of progressively complex program management experience, including eleven managing programs. Equivalent experience may be substituted for education.
  • All managed programs are classified at the collateral, Q, SCI, or SAP level.
  • Extensive understanding of classified requirements, networks, communication systems, and protocols is essential.
  • Demonstrates detailed technical expertise and application of program management principles, with strong leadership skills including organizing, planning, and coordinating workloads.
  • Ability to utilize advanced technologies and develop innovative solutions to complex problems.
  • Excellent communication, leadership, presentation, and interpersonal skills for effective interaction with all stakeholders.
  • Ability to work extended hours, adapt to changing priorities, and travel as required.
  • US citizenship and the ability to obtain a Top Secret DoD Security Clearance are mandatory.

Salary range: $174,010 - $324,040.
