Job summary

Textron Systems is seeking a Sr Program Controls Analyst to ensure compliance with Earned Value Management standards and to provide financial and scheduling guidance across programs. The role requires working knowledge of ANSI/EIA 748 and EVM practices, with collaboration across PM, scheduling, contracts, and finance teams.

The ideal candidate brings 6+ years in finance, EVM, and scheduling, and experience with Deltek PPM, Primavera, and related tools.

Qualifications

• Bachelor's degree in Finance, Accounting, Economics, Business, or related field.
• 6 years combined experience in Finance, EVM and Scheduling.
• Understanding of all applicable EVM DIDs, PASEG, GASP and WBS Standards.
• Experience with budget development, variance analysis, estimates to complete, cost performance reports, and cost schedule status reports in an integrated product team environment is preferred
• Excellent computer skills including Deltek PPM (Cobra, Acumen, wInsight, PM Compass), MS Office (Excel and Projects required), Primavera, and related EVM analysis tools preferred
• Cobra experience preferred
• Primavera experience preferred
• DCMA experience preferredAudit experience preferred
• Requires excellent communication skills and the ability to interface with all levels of the organization

Responsibilities

• Supports program teams in developing baselines and financial forecasts, EAC development and reviews, EVMS reporting and compliance support, audit support and analysis.
• Closely supports PM teams and collaborates with scheduling, contracts, procurement and central finance.
• Leads and mentors financial analysts and program master schedulers.
• Supports EVMS policy, process, tools, training and performance assessment in accordance with EIA748.
• Provides specialized EVM analysis and develops specialized reports using analytical tools as required.
• Reviews BCRs, CPRs, IPMRs, VARs, CAPs, WADs for compliance with Textron Systems and Government requirements.
• Works across departments to improve data accessibility, accuracy and reliability.
• Supports customer audits and reviews for DCMA surveillance and assessments.
• Communicates with DCMA regularly regarding EVMS assessments.

About This Role

The Sr Program Controls Analyst (EVMS) Compliance Analyst will be primarily responsible for ensuring compliance with EVM guidance across the company. This includes applying project management oversight to assigned projects, developing/designing and implementing new or revised departmental policies, programs, techniques, and methods. Will provide financial and scheduling guidance to Program Management teams through the EV Core Team. Position requires a working knowledge of the Earned Value Management (EVM) Industry Standard, ANSI/EIA 748 (current version).

Responsibilities

• Supports program teams in the development and preparation of program baselines and financial forecasts, estimate at complete (EAC) development and reviews, preparation of financial packages, EVMS reporting and compliance support, audit support, baseline development and internal integrated baseline reviews, financial and investigative analysis, and real-time information and analysis to PMs, CAMs and Finance Management
• Closely supports PM team and collaborates with other functions including scheduling, contracts, procurement and central finance
• Leads and mentors financial analysts and program master schedulers
• Supports Textron Systems EVMS policy, process, tools, training and performance assessment in accordance with EIA748 Standard EVMS guidelines
• Provides specialized EVM analysis and develops specialized reports using analytical tools as required
• Reviews BCRs, CPRs, IPMRs, VARs, CAPs, WADs for compliance with Textron Systems and Government requirements
• Works across departmental lines to support the implementation of system enhancements to improve the accessibility, accuracy and reliability of information
• Supports customer audits and reviews to include program management team preparation for DCMA’s yearly Standard Surveillance Plan
• Communicates with DCMA on a regular basis regarding EVMS assessments

Qualifications

• Bachelor's degree in Finance, Accounting, Economics, Business, or related field
• 6 years combined experience in Finance, EVM and Scheduling
• Previous Control Account Manager and/or Program Management experience is preferred
• Understanding of all applicable EVM DIDs, PASEG, GASP and WBS Standards
• Experience with budget development, variance analysis, estimates to complete, cost performance reports, and cost schedule status reports in an integrated product team environment is preferred
• Excellent computer skills including Deltek PPM (Cobra, Acumen, wInsight, PM Compass), MS Office (Excel and Projects required), Primavera, and related EVM analysis tools preferred

Pay range: $92,600 - $139,600 per year.
