Northrop Grumman Aeronautics Systems (NGAS) is seeking an Earn Value Management Analyst (Level 4) with an emphasis in Schedule Management to join our team of qualified, diverse individuals. This position will be located on site in Melbourne, Florida and requires an active Secret Clearance issued by the Department of Defense in order to be considered for the role.

As part of the AS Sector EVM Home Room Organization, the selected candidate will help shape our programs’ ability to implement Earned Value Management (EVM) effectively. Responsibilities include guiding programs with interpretation and execution of Earned Value management, process and procedure guidance and training, subcontractor EVM compliance, and resolution of program execution issues across the NGAS suite of programs.

Essential Functions:

  1. Serve as the EVM focal point between technical, cost, schedule, and program management teams.
  2. Build partnerships with program personnel to support program execution while maintaining compliant EVM implementation.
  3. Develop and deliver Program Execution, EVM, Agile, and Best Practice training.
  4. Identify and implement EVM process & procedure updates and improvements.
  5. Monthly review of DCMA Earned Value Compliance Metrics (DECM) for independent analysis of program risk areas.
  6. Perform analysis and corrective action assessments on common cost / schedule management data non-compliance issues.
  7. Review and assess program Estimate at Complete (EAC) development.
  8. Provide guidance, oversight, and approval of program baseline implementation and changes.
  9. Provide guidance to PCAs and CAMs for EVMS activities.
  10. Lead and participate in both internal and subcontractor EVMS surveillance.
  11. Support Defense Contract Management Agency (DCMA) reviews/audits.

Basic Qualifications:

  1. Bachelor's degree with 8 years of related experience OR a Master’s degree with 6 years of related experience.
  2. Earned Value Management (EVM) experience, including prior program planning and scheduling experience.
  3. Strong working knowledge of Earned Value Management principles and experience in MS Project.
  4. Experience interfacing with government audit agencies.
  5. Working knowledge of FAR/DFARS and other U.S. Federal Government contracting regulations.
  6. Demonstrated ability to prepare and analyze data, and strong critical thinking skills.
  7. Active Secret Clearance issued by the Department of Defense.

Preferred Qualifications:

  1. 5+ years’ experience with Earned Value Management.
  2. Experience with common cost management tools such as COBRA.
  3. Experience with common scheduling tools.
  4. Experience leading programs in audits / reviews with government agencies.
  5. Extensive experience with Subcontractor surveillance and data management.

Salary Range: $98,100 - $147,100
