The Program

This role sits on a high-visibility technical program building the Model-Based Systems Engineering cloud platform - an environment for collecting, managing, and analyzing digital engineering information, architected to provide a seamless digital thread, enable tool interoperability, and structure data for AI applications.

The program delivers engineering services across Linux and Windows cloud infrastructure, endpoint devices, cloud services, virtualized applications, and storage. The platform mixes open source, GOTS, and COTS software with cloud-native constructs, running secure-by-default with an infrastructure-as-code approach and governance policies throughout. The team works Agile and follows DevSecOps principles, valuing fast iteration and a customer-oriented approach without giving ground on security.

About the Role

You will lead the design, deployment, and optimization of the enterprise Citrix Virtual Desktop Infrastructure - delivering secure, scalable, high-performance virtual desktop solutions that carry the customer's digital workplace strategy.

This is the senior Citrix voice on the program. You will make the architectural calls, own the environment end to end, and be the person the team turns to when something in the VDI stack behaves in a way nobody expects.

What You Will Do

Citrix VDI - the primary focus

• Design and implement Citrix Virtual Apps and Desktops (CVAD) infrastructure in a cloud environment.
• Deploy and configure Citrix Delivery Controllers, StoreFront, NetScaler/ADC, and supporting components.
• Implement Citrix Provisioning Services (PVS) or Machine Creation Services (MCS) for desktop image management.
• Manage and maintain Virtual Delivery Agents (VDAs), hypervisors, and storage systems.
• Optimize VDI performance through monitoring, capacity planning, and resource allocation.
• Configure and manage user profiles using FSLogix.
• Troubleshoot complex issues across the full VDI stack.

Platform and infrastructure

• Complete complex design, configuration, and deployment of platform infrastructure and applications in a cloud environment, ensuring performance holds under real load.
• Maintain COTS applications across Linux and Windows infrastructure.
• Configure IdAM, Active Directory, and LDAP resources against platform and applications.
• Provide technical expertise across systems, infrastructure, tooling, modeling, and external interfaces.
• Apply engineering rigor throughout - configuration management, testing, and repeatable process.

Delivery and collaboration

• Work with engineering resources and customer end users to design and enhance user interfaces for supported applications, maintaining responsive designs against demanding technical and functional requirements.
• Support operations including root cause identification, remediation, and documentation - user guides, how-to guides, and infrastructure diagrams.
• Prepare comprehensive test plans, test new features and services, and fix defects.
• Prepare and deliver technical presentations to government and senior leadership.
• Deliver as part of an Agile scrum team, working closely with clients and cross-functional groups on technical issues and project status.

Required Qualifications

Clearance and certification

• Active TS/SCI with CI polygraph. Full scope polygraph is also accepted.

Citrix - the core of the role

• 5+ years hands-on with Citrix Virtual Apps and Desktops.
• Expert knowledge of Citrix architecture, components, and deployment methodologies.
• Citrix NetScaler/ADC configuration and management.
• Hypervisor platforms - VMware vSphere, Microsoft Hyper-V, or Citrix Hypervisor. [The responsibilities describe a 100% cloud environment; these are on-premises platforms. Confirm whether the environment is hybrid, or whether cloud-native compute experience is the actual requirement.]

Windows and identity

• Deep Windows Server administration and Active Directory
• IDAM technologies including Active Directory, SAML, OpenLDAP, OAuth 2.0, and OIDC.

Cloud, Linux, and automation

• Cross-platform infrastructure. Working across environments containing both Linux and Windows, including COTS applications in Linux cloud environments. • Cloud architecture and system design.
• DevOps tooling - Ansible, Terraform, Jenkins, GitLab.

• Architecting or integrating with workflow, case management, ticketing, or automation platforms such as ServiceNow or custom-built systems.

Engineering practice

• Expert troubleshooting and root-cause analysis, including log file investigation.
• Demonstrated experience with system testing and validation.
• Strong documentation skills, and the ability to describe complex issues clearly to technical and non-technical audiences alike.

Preferred Qualifications

• Citrix Certified Professional - Virtualization (CCP-V) or higher.
• Model-Based Systems Engineering (MBSE)
• Cloud solution optimization.
• Configuring and instrumenting visualization and observability tools such as Grafana or Splunk.
• Integration of virtualized applications, including application streaming or layering techniques.
• Automated testing within a DevOps pipeline.
• Integrating complex systems using APIs, message queues, streaming platforms, and ETL pipelines.
• Cloud platforms beyond the primary environment - Azure, Google Cloud, Oracle, or IBM.
