Job description

Flexible Work Arrangement: Hybrid - Primary location is in Washington, DCPJM Interconnection, L.L.C. ("PJM") is the nation's first and largest Regional Transmission Organization (RTO), coordinating the movement of wholesale electricity and ensuring power system reliability across multiple states.The Senior Manager, FERC supports PJM's federal regulatory team through policy analysis, research, stakeholder support, and development of policy recommendations. This role monitors developments at FERC across PJM's footprint and other involving other Regional Transmission Organizations and provides analytical insights to support regulatory engagement, strategic decision-making, and policy advocacy efforts.The Senior Manager, FERC works closely with Legal and Governmental Services team leadership, as well as PJM’s Communications, Markets, Planning, and Operations teams to evaluate emerging FERC policy issues and assess their potential impact on PJM's mission and business objectives.Essential Functions:Monitor Federal Energy Regulatory Commission (“FERC”) issuances, filings by other Regional Transmission Organizations, regulatory matters, and policy developments affecting PJM and the electric industry for reporting to the organization, executive team, and Board of Managers.Summarize matters related to electricity markets, resource adequacy, transmission development, reliability, decarbonization, and grid modernization.Assist attorneys in the preparation and filing of FERC pleadings and ensure that policy positions are communicated throughout the organization.Analyze FERC orders, notices of proposed rulemaking (NOPRs), and enforcement actions.Undertake and oversee analysis on regulatory matters at FERC.Assess potential business and operational impacts of proposed regulations and policy initiatives, as well as proposals by other Regional Transmission Organizations.Develop recommendations, policy papers, and summaries for the General Counsel and executive team review.Develop organizational positions, working with subject matter experts, the legal team, and the executive team, on emerging regulatory issues.Advise executives on business, operational and market implications of FERC decisions after consultation with subject matter experts and the legal team, subject to the supervision of the General Counsel.Track proceedings before FERC involving public utilities throughout PJM's footprint; maintain files and facilitate and assist in the management of FERC proceedings.Monitor proposed regulatory filings, policy initiatives, and stakeholder activities.Oversee and maintain regulatory tracking systems and reporting tools.Present reports and updates for internal stakeholders; monitor FERC technical conferences and meetings and prepare summaries/documents as requested for executive reviewSupport/lead interactions with FERC, Commissioners offices, agency staff, members, advocates, and industry organizations.Oversee the preparation of briefing materials for meetings with policymakers and regulators.Support adherence to Federal Power Act requirements, FERC regulations, PJM Tariff provisions and Operating Agreement requirements.Provide regulatory expertise related to the following topics (but not limited to) –capacity markets, cost allocation methodologies, Energy and Reserve market design, transmission planning, generator interconnection processes, and reliability requirements.Coordinate information requests and support stakeholder outreach efforts; attend internal and external meetings and hearings as requested.Participate in industry forums and technical conferencesLead strategic initiative and prepare policy briefs, issue papers, presentations, talking points, and executive summaries.Develop and present analyses of emerging policy trends and industry developments.Support review of testimony materials, comments, educational materials, and stakeholder communications.Produce regular updates for executives regarding key policy developments.Collaborate with leaders from Legal, Governmental Services, Planning, Operations, Markets, and External Affairs teams to gather subject matter expertiseOversee development of consistent policy positions and messaging.Provide assistance and support in the stakeholder process, and in litigation and regulatory proceedings both at the state and federal levels; provide paralegal support functions.Manage the Analyst, FERCFoster a culture of collaboration, integrity, and compliance with PJM's Core Values.Characteristics and Qualifications:Required:Bachelor's degree in Public Policy, Political Science, Economics, Business Administration, Energy Policy, Law, or equivalent work experienceAt least 10+ years of experience at DOE or FERC.Demonstrated leadership experience engaging with FERC, legislative bodies, and public-sector stakeholders.Strong strategic thinking, leadership, negotiation, and relationship management skills.Excellent written, verbal, and presentation and influencing skills.Ability to produce high-quality work products with attention to detailPreferred:Masters degree in Business Administration, Economics Energy Policy, Law, Political Science, Public Policy, or related fieldExperience with PJM Agreements, Tariffs, and stakeholder processes.Knowledge of wholesale electricity markets, transmission planning, reliability standards, and RTO operations.Experience working with FERC in a leadership capacityExperience supporting executive leadership and industry advocacy initiatives.
