Job Title: Knowledge Manager (Requirement Engineer)

Location: Ft. Meade, MD

Primary Responsibilities
  1. Align processes and technology to enable effective information sharing by analysts and organizations for analytic production.
  2. Utilize centralized and peripheral databases, content management, and records management systems to optimize workflow and data accessibility.
  3. Compile reports on performance, usage metrics, and future requirements for existing knowledge management capabilities, including search, discovery, storage, retrieval of data, formal production, and taskings.
  4. Disseminate intelligence products across separate networks and portals to ensure information availability.
  5. Apply requirement management methodologies and best practices to assist in developing or reengineering processes, ensuring alignment with organizational mission needs and priorities.
  6. Act as a liaison between various J2 customers and the IT/KM Requirements Analyst to integrate knowledge management requirements into the overall requirement management cycle.
  7. Identify organization customers and suppliers; document key processes and workflows as required.
  8. Design, document, and assess new processes while ensuring compliance with all related DoD and Intelligence Community (IC) policies.
  9. Plan for new processes, including related changes in technology, to enhance operational effectiveness.
Minimum Education/Experience Requirements
  1. Bachelor's degree in a relevant field such as Information Systems, Business, or a related discipline, OR equivalent work experience with 8+ years in knowledge management, requirements engineering, or a related field.
  2. Active TS/SCI CI Poly clearance required.
  3. Experience with knowledge management platforms, databases, and information-sharing tools within the DoD or Intelligence Community.
  4. Demonstrated ability to apply requirement management methodologies to enhance operational workflows and ensure mission alignment.
  5. Proven experience working with cross-functional teams, including IT, analysts, and senior leadership, to define and integrate KM requirements.
  6. Strong verbal and written communication skills, including technical documentation and process design.
  7. Understanding of DoD and Intelligence Community policies related to knowledge and requirements management.
Desired Qualifications
  1. Experience with Agile methodologies.
  2. Familiarity with cloud-based KM solutions such as SharePoint Online, AWS, or Azure.
  3. Experience in process improvement and workflow automation.
  4. Strong analytical and problem-solving skills.
  5. Experience working with DoD or Intelligence Community stakeholders.
  6. Hands-on experience with knowledge management tools and methodologies.
  7. Understanding of IT systems and data governance principles.
Pay Range:

$75,000-$120,000

The Ennoble First pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
