Job summary

A leading consulting firm is seeking a Sr IT Project Manager to oversee operations for New York City's Department of Education's IT projects. The role includes leading a variety of initiatives related to budgeting, data systems, and vendor applications while ensuring compliance with security protocols. Candidates should have 10+ years of experience in IT project management, preferably in government sectors, and a PMP certification is required. This position is remote with occasional onsite meetings in Brooklyn.

Qualifications

Responsibilities

  • Serve as the primary contact for DOE regarding project status and issues.
  • Oversee project plans, schedules, and milestones.
  • Lead vendor personnel and coordinate with DOE stakeholders.
  • Ensure project deliverables meet DOE specifications and standards.
  • Manage execution across Agile iterations.
  • Manage Agile iterations, including sprint planning, reviews, and backlog refinement.
  • Facilitate integration with DOE systems and ensure adherence to standards and cloud policies.
  • Monitor risks, scope changes, and issues with escalation and mitigation processes.
  • Maintain documentation and produce weekly/monthly status updates.
  • Prepare presentations for DOE leadership and evaluation committees.

Position Overview

The Sr IT Project Manager (PM) will serve as the primary point of contact for the operational support and enhancement of the New York City Department of Education's (DOE) Enterprise, Budgeting, and Vendor Applications systems. This role oversees all phases of complex, multi-workstream IT projects spanning budgeting, data systems, vendor portals, and enterprise application modernization.

The PM is responsible for end-to-end project delivery, including planning, scheduling, risk management, quality assurance, team coordination, and stakeholder communication across DOE divisions. The individual ensures all deliverables meet DOE standards, comply with security protocols, and are executed on time within a multi-year program environment.

Responsibilities
  • Serve as the single point of contact for DOE regarding project status, risks, issues, and deliverables
  • Develop and maintain a comprehensive Project Plan, including schedules, milestones, work assignments, resource plans, and risk mitigation strategies
  • Lead day-to-day oversight of vendor personnel including weekly and monthly meetings and ensure staff continuity, quality, and performance
  • Coordinate across DOE stakeholders, subject matter experts, and technical teams to ensure alignment and timely decision-making
  • Oversee all workstreams (Galaxy, Enterprise Applications, Vendor Portal Systems) and ensure deliverables are completed on time and meet DOE specifications, including security, accessibility, compliance, integration requirements, and system interoperability
  • Manage execution across Agile iterations, including sprint planning, sprint reviews, retrospectives, and backlog refinement
  • Facilitate integration with existing DOE systems and ensure adherence to technical standards and cloud policies
  • Monitor project risks, scope changes, and issues and proactively identify potential delays, resource gaps, financial risks, and dependency conflicts; ensure formal escalation and mitigation processes are followed
  • Maintain detailed documentation of decisions, meeting minutes, changes, and action items
  • Produce weekly status reports and monthly steering committee updates summarizing accomplishments, risks, work forecasts, and schedule progress
  • Prepare and deliver presentations to DOE leadership, stakeholders, and evaluation committees when required
Requirements

Experience

  • 10+ years of experience leading large-scale IT implementation projects, preferably in government, education, or public-sector environments
  • Demonstrated success managing multi-year application modernization projects with complex integrations
  • Experience working with Agile methodologies, iterative release planning, and cross-functional teams

Technical & Analytical Skills

  • Strong proficiency with MS Project, MS Visio, PowerPoint, JIRA, and other project tracking tools
  • Knowledge of application development lifecycles, software engineering practices, and integration methodologies
  • Familiarity with technologies used in DOE systems (.NET, SQL, Azure, cloud environments, CRM platforms, etc.)
  • Ability to lead both functional and technical teams, including developers, analysts, and UI/UX staff
  • Strong analytical skills for interpreting requirements, system constraints, and technical documentation
  • Expertise in developing monitoring mechanisms, escalation protocols, and performance management strategies
  • Knowledge of public-sector security standards, data privacy rules, and DOE compliance policies
  • Ability to ensure adherence to Vendor Information Security Policies, Technical Standards, and Non-Functional Requirements
Certifications
  • PMP Certification is required
