About The Role
As Sr. HR & Compliance Manager, you will be a strategic partner and operational leader responsible for designing and executing an end-to-end HR strategy to support our internal team and long-term growth. This includes recruitment, onboarding, employee development, compliance, performance management, and compensation programs.
You will also serve as the primary point of contact for managing LATAM Contractor / Employer of Record (COR / EOR) relationships, ensuring compliance and optimizing our global workforce infrastructure.
You'll be working cross-functionally with leadership and operations, acting as a culture ambassador while ensuring TCC remains compliant, competitive, and people-first.
Key Responsibilities
- HR Strategy & Leadership: Design and implement scalable HR processes that align with TCC's business goals and culture. Build internal policies across recruitment, onboarding, performance, and compliance. Act as an advisor to senior leadership on people-related strategies.
- Recruitment & Onboarding: Partner with the Talent Acquisition team to streamline internal recruitment processes. Lead onboarding & offboarding programs to drive strong early employee engagement.
- Compliance & Risk Management: Ensure compliance with federal, state (particularly California), and local employment laws. Own internal HR documentation, employment policies, and legal requirements. Maintain systems and processes for background checks, E-Verify, ACA, and terminations. Manage relationships with insurance providers, brokers, and external advisors. Negotiate with brokers and carriers to secure favorable terms, premiums, and service levels. Analyze coverage options, exclusions, and claims history to assess risk and recommend appropriate policies. Partner with Finance and Legal teams to align insurance strategies with business objectives and budget. Track claims, monitor policy usage, and provide insights on risk management trends to leadership.
- Employee Experience & Culture: Support a positive, feedback-driven workplace culture. Resolve employee relations issues with empathy and objectivity. Champion team engagement and internal communication across a remote environment. Design, build and implement employee engagement and development programs.
- Benefits & Compensation: Manage compensation reviews and oversee administration of benefits programs (Health, vision, dental, 401k, short-term disability, long-term disability, time off, COBRA, PTO, etc.). Stay informed on industry benchmarks to ensure competitiveness and equity. Audit, improve and guide TCC's Hiring & Compensation Strategy.
- LATAM COR / EOR Oversight: Bring thought leadership to and guide TCC's International Labor Strategy. Collaborate with third-party COR / EOR vendors across LATAM. Ensure we adhere to local labor regulations and protect TCC from worker classification claims and related issues. Ensure contract execution, legal compliance, and vendor accountability.
Who You Are
- 8-10+ years of progressive experience in multi-state HR Roles, including strategic leadership responsibilities. SHRM-CP or SHRM-SCP certification preferred.
- Bachelor's degree in Human Resources or related field preferred (not required).
- A thorough understanding of employment laws and regulations, with hands-on experience applying them in multi-state and / or international contexts.
- Exceptional communicator, problem-solver, and people advocate.
- Thorough knowledge of Human Resources practices and procedures, as well as considerable knowledge of state and federal legislation pertaining to Human Resources matters.
- Proven experience managing COR / EOR relationships in LATAM.
- Experience in a startup, high-growth, or consulting environment is a plus.
