Job Summary

This position supports the health plan’s internal and external financial reporting and strategic initiatives by performing complex financial analysis and reporting compliant with regulatory requirements. Works collaboratively with staff across the health plan in the ongoing analysis, reporting and various operating metrics.

Duties and Responsibilities

Job responsibilities include but are not limited to:

• Completes rate development templates (RDT), supplemental data requests (SDR), Medical Loss Ratio (MLR) and other required reporting for DHCS and other external regulatory agencies. Assists with follow up reporting and audits.

• Develops, interprets and implements financial models and concepts for financial planning and analysis.

• Assists in the preparation of the annual budget and interim forecasts

• Performs financial analytics and presentations on projects, including but not limited to provider reimbursement and provider contracting strategy

• Provides statistical, analytical and technical support as needed in the State rate-setting process, coordinates statistical and utilization information from various CenCal Health departments

• Represents Finance on cross-functional projects and assignments.

• Develops and maintains supporting schedules for key receivable and liability accounts and assists general accounting staff on month-end processing

• Investigates areas of concern that influence the fiscal well-being of CenCal Health and makes recommendations if necessary; keeps abreast of current rate-setting methodologies and notifies management of risks and opportunities facing the health plan.

• Makes recommendations for process improvements and assists Manager, Financial Analysis in the design and implementation of improvements in financial analytics and reporting to support data-driven decisions by providing clear and accurate financial information to leadership.

• Creates presentations to inform senior leadership on the financial performance of the health plan and provides guidance on near-term and long-term opportunities and risks.

Qualifications

Knowledge/Skills/Abilities

Required:

• 5+ years of progressive experience in financial analysis preferably in the health care field.

• Experience using SQL to extract data from a data warehouse.

• Significant experience analyzing large volumes of data, including data extraction, manipulation and reporting via SQL server, Access and Excel

• Must have strong verbal and written communication and developed presentation skills.

Preferred:

• Previous experience using IBM Cognos Business Intelligence tools, or similar software. Experience with Cognos Report Studio highly desired.

• Knowledge of Medi-Cal, Medicaid or medical claims processing and clinical quality measurement.

• Professional certification in a technical discipline (SQL, Cognos, etc.).

Education and Experience

• BS required/MS Degree preferred in either Mathematics, Finance, Accounting, Economics, Healthcare or a related field

• Ability to think independently and communicate effectively, both orally and in writing

• Advanced experience working with Excel (functions, Lookups, SumIfs, Pivot Tables, data management), Access and SQL

• Proficient in Microsoft Office and PowerPoint

• Prior experience in health care a plus
