Job summary

Culmen International is seeking a Sr. Exploitation Specialist/Data Steward to provide on-site support at the National Geospatial-Intelligence Agency (NGA) in Springfield, VA.

The role requires active TS/SCI clearance with CI/Poly eligibility and focuses on metadata cataloging, data stewardship, and data-driven solutions. You will work with large datasets, design data workflows, and collaborate with NGA stakeholders to deliver geospatial intelligence products.

Qualifications

• Requires TS/SCI Clearance with the ability to obtain a CI/Poly.
• 10+ years of relevant experience; combination of years of experience & certifications may be used in lieu of years.
• Strong working knowledge and hands-on experience with Esri solutions (ArcGIS Pro/Online) and secure portals (Safehouse/ICGIS).
• Senior-level proficiency in Python and its data science/visualization ecosystem (Pandas, NumPy, SciPy, Matplotlib, Plotly, Dash, Bokeh).
• Understanding of GIS, data schemas, and geo-referencing of information.
• Knowledge of extraction and metadata specifications.
• Knowledge of RDBMS architectures, normalization, and performance tuning.
• Experience with enterprise geodatabases (SDEs).
• Familiarity with ontology concepts in information systems and data relationships.
• Strong collaboration skills across technical and mission-focused teams.

Culmen International is hiring Sr. Exploitation Specialist/Data Steward to provide support on-site at the National Geospatial-Intelligence Agency (NGA) in Springfield, VA.

The National Geospatial-Intelligence Agency (NGA) expects to deliver AOS Metadata Cataloging and Management Services to enhance product and asset management of content enabling rapid creation of discoverable, modular, web enabled, and visually enriched Geospatial Intelligence (GEOINT) products for intelligence producers in NGA, across the National System for Geospatial-Intelligence (NSG).

What You’ll Do in Your New Role

The Data Steward will coordinate with our clients to understand questions and issues involving the client’s datasets, then determine the best method and approach to create data-driven solutions within program guidelines. This position will be relied upon as a Subject Matter Expert (SME), and be expected to lead/assist in the development of automated processes, architect data science solutions, automated workflows, conduct analysis, use available tools to analyze data, remain adaptable to mission requirements, and identify patterns to help solve some of the complex problems that face the DoD and Intelligence Community (IC).

• Work with large structured / unstructured data in a modeling and analytical environment to define and create streamline processes in the evaluation of unique datasets and solve challenging intelligence issues
• Lead and participate in the design of solutions and refinement of pre-existing processes
• Work with Customer Stakeholders, Program Managers, and Product Owners to translate road map features into components/tasks, estimate timelines, identify resources, suggest solutions, and recognize possible risks
• Use exploratory data analysis techniques to identify meaningful relationships, patterns, or trends from complex data
• Combine applied mathematics, programming skills, analytical techniques, and data to provide impactful insights for decision makers
• Research and implement optimization models, strategies, and methods to inform data management activities and analysis
• Apply big data analytic tools to large, diverse sets of data to deliver impactful insights and assessments
• Conduct peer reviews to improve quality of workflows, procedures, and methodologies
• Help build high-performing teams; mentor team members providing development opportunities to increase their technical skills and knowledge

Required Qualifications

• Requires TS/SCI Clearance with the ability to obtain a CI/Poly.
• 10+ years of relevant experience. (A combination of years of experience & professional certifications/trainings can be used in lieu of years of experience)
• Strong working knowledge and hands-on experience with Esri solutions such as Esri ArcGIS Pro, ArcGIS Online, and secure enterprise Esri portals such as Safehouse and ICGIS.
• Senior-level proficiency in Python and its data science and visualization ecosystem, including Pandas, NumPy, SciPy, Matplotlib, Plotly, Dash, Bokeh, and related libraries.
• Demonstrated understanding of GIS, data schemas, and the geo-referencing of information
• Knowledge of extraction and metadata specifications
• Knowledge of Relational Database Management System (RDBMS) architectures, best practices for data normalization, and performance tuning/optimization techniques
• Knowledge of enterprise geodatabases, such as Spatial Database Engines (SDEs)
• Knowledge of tools such as the ArcGIS Suite, ArcGIS Online, Portal, Excel, Access, and SQL for the storage, organization, and maintenance of spatial data
• Familiarity with ontology concepts as they relate to information systems, data modeling, and data relationships
• Strong collaboration skills with the ability to work effectively as a team player across technical and mission-focused teams
• Knowledge of scripting languages, such as R or Python

Desired Qualifications

• Possess Master\'s degree in Data Science or related technical field
• Experience developing and working with Artificial Intelligence and Machine Learning (AI/ML)
• Demonstrated experience of advanced programming techniques, using one or more of the following: HTML 5/Javascript, ArcObjects, Python, Model Builder, Oracle, SQL, GIScience, GeospatiavAnalysis, Statistics, ArcGIS Desktop, ArcGIS Server, Arc SDE, ArcIMS.
• Experience using NET, Python, C++, and/or JAVA programming for web interface development and geodatabase development.
• Experience building and maintaining databases of GEOINT, SIGINT, or OSINT data related to the area of interest needs.
• Data Visualization Experience which may include Matrix Analytics, Network Analytics, Graphing Data that assist the analytical workforce in generating common operational pictures depicting fused intelligence and information to support informal assessments and finished products
