Sr. Exploitation Specialist/Data Steward (TS/SCI)

About the Role

MUST HAVE ACTIVE TS/SCI GOVERNMENT CLEARANCE FOR THIS POSITION.

Culmen International is hiring a Sr. Exploitation Specialist/Data Steward to provide support on‑site at the National Geospatial‑Intelligence Agency (NGA) in Joint Base Lewis‑McChord, Washington, supporting an Analysis Office (AOT/US SOCOM).

What You’ll Do in Your New Role

The Data Steward will coordinate with our clients to understand questions and issues involving the client’s datasets, then determine the best method and approach to create data‑driven solutions within program guidelines. This position will be relied upon as a Subject Matter Expert (SME), and be expected to lead/assist in the development of automated processes, architect data science solutions, automated workflows, conduct analysis, use available tools to analyze data, remain adaptable to mission requirements, and identify patterns to help solve some of the complex problems that face the DoD and Intelligence Community (IC).

• Work with large structured/unstructured data in a modeling and analytical environment to define and create streamlined processes in the evaluation of unique datasets and solve challenging intelligence issues.
• Lead and participate in the design of solutions and refinement of pre‑existing processes.
• Work with Customer Stakeholders, Program Managers, and Product Owners to translate roadmap features into components/tasks, estimate timelines, identify resources, suggest solutions, and recognize possible risks.
• Use exploratory data analysis techniques to identify meaningful relationships, patterns, or trends from complex data.
• Combine applied mathematics, programming skills, analytical techniques, and data to provide impactful insights for decision makers.
• Research and implement optimization models, strategies, and methods to inform data management activities and analysis.
• Apply big data analytic tools to large, diverse sets of data to deliver impactful insights and assessments.
• Conduct peer reviews to improve quality of workflows, procedures, and methodologies.
• Help build high‑performing teams; mentor team members providing development opportunities to increase their technical skills and knowledge.

Required Qualifications

• Requires TS/SCI Clearance with the ability to obtain a CI/Poly.
• 10+ years of relevant experience (a combination of years of experience and professional certifications/training can be used in lieu of years of experience).
• Strong working knowledge and hands‑on experience with Esri solutions such as ArcGIS Pro, ArcGIS Online, and secure enterprise Esri portals such as Safehouse and ICGIS.
• Senior‑level proficiency in Python and its data science and visualization ecosystem, including Pandas, NumPy, SciPy, Matplotlib, Plotly, Dash, Bokeh, and related libraries.
• Demonstrated understanding of GIS, data schemas, and the geo‑referencing of information.
• Knowledge of extraction and metadata specifications.
• Knowledge of Relational Database Management System (RDBMS) architectures, best practices for data normalization, and performance tuning/optimization techniques.
• Knowledge of enterprise geodatabases, such as Spatial Database Engines (SDEs).
• Knowledge of tools such as the ArcGIS Suite, ArcGIS Online, Portal, Excel, Access, and SQL for the storage, organization, and maintenance of spatial data.
• Familiarity with ontology concepts as they relate to information systems, data modeling, and data relationships.
• Strong collaboration skills with the ability to work effectively as a team player across technical and mission‑focused teams.
• Knowledge of scripting languages, such as R or Python.

Desired Qualifications

• Possess a Master’s degree in Data Science or related technical field.
• Experience developing and working with Artificial Intelligence and Machine Learning (AI/ML).
• Demonstrated experience of advanced programming techniques, using one or more of the following: HTML 5/Javascript, ArcObjects, Python, Model Builder, Oracle, SQL, GIScience, Geospatial Analysis, Statistics, ArcGIS Desktop, ArcGIS Server, Arc SDE, Arc IMS.
• Experience using .NET, Python, C++, and/or JAVA programming for web interface development and geodatabase development.
• Experience building and maintaining databases of GEOINT, SIGINT, or OSINT data related to the area of interest needs.
• Data Visualization Experience which may include Matrix Analytics, Network Analytics, Graphing Data that assist the analytical workforce in generating common operational pictures depicting fused intelligence and information to support informal assessments and finished products.

Compensation

The determination of compensation at Culmen International, LLC is based on various factors such as location, the individual's unique combination of education, knowledge, skills, competencies, clearance level, experience, internal equity, contract‑specific affordability, and organizational requirements. The projected compensation range for this position is $120,000–$150,000 annually. This estimate represents the typical salary range for this position and is one component of Culmen’s total compensation package for employees.
