Job Description

Hill International is seeking a Sr Estimator in Phoenix, Arizona.

The Estimator provides senior‑level leadership across all estimating functions for large‑scale infrastructure programs. This individual serves as the primary technical authority for cost estimating, directing the estimating team and interfacing with design managers, contractors, clients, and executive leadership to ensure the accuracy, integrity, and consistency of all cost data throughout the program lifecycle.

Responsibilities
  • Direct, coordinate, and oversee all activities of the estimating team across program phases
  • Serve as primary estimating liaison with the program management team, design managers, general contractors, and client leadership
  • Provide professional judgment on constructability issues and cost risk throughout design and construction phases
  • Respond to program management, client, and designer inquiries on cost‑related matters
  • Interact with clients and upper‑level management to communicate cost positions and program financial status
  • Review all estimates produced by the team for adequacy, uniformity, and completeness prior to submission
  • Prepare and oversee conceptual and comparative cost study estimates from preliminary sketches and program parameters
  • Prepare detailed breakdowns of components and elements of estimates for systems and subsystems
  • Provide cost estimates based on 30%, 60%, 90%, and 100% drawings and construction documents across design phases (SD, DD, CD)
  • Provide order‑of‑magnitude cost estimates in support of value engineering and cost reduction measures
  • Provide cost estimates resulting from construction contractor change order requests
  • Complete estimate reconciliations and validate designer estimates
  • Evaluate vendor quotes, bid information, and change orders for cost appropriateness
  • Review contract documents and modifications to determine scope of work and equitable cost allowances for scope changes
  • Demonstrate strong comprehension of construction schedules including baseline, critical path, and milestone tracking
  • Align cost estimates with program schedule to support phased delivery and cash‑flow forecasting
  • Attend project meetings as requested to represent the estimating function
  • Accumulate, evaluate, and document historical cost data for the development of future estimates and benchmarking
  • Establish and maintain consistent estimating standards, formats, and procedures across the program
  • Proficient knowledge of applicable construction codes and industry standards
Qualifications
  • Bachelor's degree in Construction Management, Engineering, Architecture, or related field preferred; equivalent experience considered
  • 15+ years of progressive estimating experience, with at least 5 years in a senior or lead estimating role on major capital programs
  • Professional certifications such as AACE CCP, CEP, or similar credentials preferred
  • Civil, Structural, and/or Architectural (CSA) estimating experience required
  • Infrastructure project experience required, with an emphasis on aviation, transportation, or transit programs
  • Demonstrated ability to lead and manage an estimating team across multiple concurrent project phases
  • Experience with estimating software such as UNIFIER, On‑Screen Takeoff, Success Estimating, US Cost, Timberline, SureTrak, and/or Microsoft Excel
  • Strong written and verbal communication skills; ability to present complex cost information clearly to clients and executives
  • Must be willing to work full time on site in Phoenix, AZ
